FOR the purpose of requiring the Maryland Higher Education Commission to establish a 4
framework for t ransformative economic efficiency for a certain purpose ; requiring 5
the Commission to develop, post on its website, and periodically update independent 6
consensus–based standards to encourage transformative economic efficiency; and 7
generally relating to transformative economic efficiency. 8

(B) (1) THE COMMISSION SHALL ESTABLISH A FRAMEWORK FOR 5
TRANSFORMATIVE ECONOMIC EFFICIENCY. 6

(2) THE PURPOSE OF THE FR AMEWORK IS TO O PTIMIZE 7
INDEPENDENT CONTINUO US LEARN ING AND ENCOURAGE TRANSFORMA TIVE 8
ECONOMIC EFFICIENCY THROUGH THE DEVELOPM ENT AND UTILIZATION OF 9
INDEPENDENT CONSENSUS–BASED STANDARDS. 10

(C) THE COMMISSION SHALL DEVELOP THE INDEPEND ENT 11
CONSENSUS–BASED STANDARDS BY: 12

(1) RELYING ON INDEPENDENT RESEARCH AND REPRODUCIBLE 13
DATA; 14

(2) UTILIZING INDEPENDENT VERIFICA TION, VALIDATION, AND 15
CALIBRATION METHODOLOGIES; AND 16

(3) SEEKING CONSENSUS AMONG STAKEHOLDERS, INCLUDING: 17

(I) INSTITUTIONS OF HIGHER EDUCATION; 18

(II) COMMUNITY–BASED RESEARCH INSTITUTIONS; AND 19

(III) RELEVANT SUBJECT MATTER EXPERTS. 20

(D) THE COMMISSION SHALL: 21

(1) POST THE INDEPENDENT CONSENSUS–BASED STANDARDS ON ITS 22
WEBSITE; AND 23

(2) PERIODICALLY UPDATE T HE INDEPENDENT CONSE NSUS–BASED 24
STANDARDS. 25

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 26
1, 2026. 27
