HOUSE JOINT RESOLUTION

A House Joint Resolution concerning 1

Honoring Charlie Kirk 2

FOR the purpose of honoring Charles “Charlie” James Kirk ; and generally relating to 3
Charlie Kirk. 4

WHEREAS, Charles “Charlie” James Kirk, born October 14, 1993, was a courageous 5
American patriot, whose life was tragically and unjustly cut short in an act of political 6
violence on September 10, 2025, at Utah Valley University; and 7

WHEREAS, Charlie Kirk was a devoted Christian, who boldly lived out his faith 8
with conviction, courage, and compassion; and 9

WHEREAS, Charlie Kirk was a dedicated husband to his beloved wife, Erika Kirk, 10
and a loving father to their daughter and son, exemplifying the virtues of fait h, fidelity, 11
and fatherhood; and 12

WHEREAS, Charlie Kirk was a fierce defender of the American founding and its 13
timeless principles of life, liberty, limited government, and individual responsibility; and 14

WHEREAS, Charlie Kirk , at 18 years old, founded Turning Point USA in 2012, a 15
student movement with the mission to “identify, educate, train, and organize students to 16
promote the principles of fiscal responsibility, free markets, and limited government”; and 17

WHEREAS, Charlie K irk became one of the most prominent voices in America, 18
engaging in respectful, civil discourse across college campuses, media platforms, and 19
national forums, always seeking to elevate truth, foster understanding, and strengthen the 20
republic; and 21

WHEREAS, Charlie Kirk personified the values of the First Amendment, exercising 22
his God –given right to speak freely, challeng ing prevailing narratives, and did so with 23
honor, courage, and respect for his fellow Americans; and 24

WHEREAS, Charlie Kirk’s commitment to civil discussion and debate stood as a 1
model for young Americans across the political spectrum, and he worked tirelessly to 2
promote unity without compromising on conviction; and 3

WHEREAS, The assassination of Charlie Kirk was not only a heinous act of violence, 4
but a sobering reminder of the growing threat posed by political extremism and hatred in 5
our society; and 6

WHEREAS, Such acts of politically motivated violence are antithetical to the 7
principles of a free republic, in which differences of opinion are to be debated – not silenced 8
– with civility, reason, and mutual respect; and 9

WHEREAS, The rise in targeted violence against individuals for their political 10
beliefs undermines the very fabric of our constitutional democracy and chills the free 11
exchange of ideas essential to a healthy civic society; and 12

WHEREAS, Leaders at every level – government, education, media, and beyond – 13
must stand united in unequivocal condemnation of political violence, regardless of their 14
ideology; and 15

WHEREAS, The tragic loss of Charlie Kirk must not be allowed to deepen the divides 16
in our Nation, but instead serve as a turning point to recommit ourselves to better angels 17
and to the timeless American principles of liberty governed by truth and the virtues of 18
peaceful dialogue; and 19

WHEREAS, Charlie Kirk would not have us respond to his death with despair, but 20
rather with renewed purpose – to speak truth with courage, to stand firm in faith, to seek 21
unity while standing firm in principle, and to serve as living reminde rs of the values he 22
championed: faith, family, and freedom; now, therefore, be it 23

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the General 24
Assembly condemns in the strongest possible terms the assassination of Charles “Charlie” 25
James Kirk and all forms of political violence; and be it further 26

RESOLVED, That the General Assembly commends and honors the dedicated law 27
enforcement and emergency personnel for their tireless efforts in finding the suspect 28
responsible for the assas sination of Charlie Kirk and urges the administration of swift 29
justice to the suspect; and be it further 30

RESOLVED, That the General Assembly extends its deepest condolences and 31
sympathies to Charlie Kirk’s family, including his wife, E rika, and their two young 32
children, and prays for comfort, peace, and healing in this time of unspeakable loss; and be 33
it further 34

RESOLVED, That the General Assembly honors the life, leadership , and legacy of 1
Charlie Kirk, whose steadfast dedication to t he Constitution, civil discourse, and biblical 2
truth inspired a generation to cherish and defend the blessings of liberty; and be it further 3

RESOLVED, That the General Assembly calls upon all Americans – regardless of 4
race, party affiliation, or creed – to reject political violence, recommit to respectful debate, 5
uphold American values, and respect one another as fellow Americans; and be it further 6

RESOLVED, That a copy of this Resolution be forwarded by the Department of 7
Legislative Services to Turning Point USA. 8
