HOUSE SIMPLE RESOLUTION
A House Simple Resolution concerning 1
Resolution to Expel Delegate Christopher Eric Bouchat From the House of 2
Delegates of Maryland 3
FOR the purpose of ordering the expulsion of Delegate Christopher Eric Bouchat by the 4
House of Delegates of Maryland pursuant to Article III, § 19 of the Maryland 5
Constitution. 6
WHEREAS, Article III, § 19 of the Maryland Constitution provides that “Each House 7
shall be judge of the qualifications and elections of its members, as prescribed by the 8
Constitution and Laws of the State, and shall appoint its own officers, determine the rules 9
of its own proceedings, punish a member for disorderly or disrespectful behavior and with 10
the consent of two–thirds of its whole number of members elected, expel a member; but no 11
member shall be expelled a second time for the same offence”; and 12
WHEREAS, Delegate Christopher Eric Bouchat has not attended a House Judiciary 13
Committee or a subcommittee meeting since February 24, 2026; and 14
WHEREAS, Delegate Christopher Eric Bouchat has failed to vote on a single bill in 15
the House Judiciary Committee since February 24, 2026; and 16
WHEREAS, Delegate Christopher Eric Bouchat sent a formal letter attempting to 17
resign his duties as a member of the House Judiciary Committee; and 18
WHEREAS, Delegate Christopher Eric Bouchat stated on the record to the online 19
news site Maryland Matters that his priority is his personal business; and 20
WHEREAS, In a citizen legislature it is vital that all members participate to the best 21
of their ability; and 22

WHEREAS, Delegate Christopher Eric Bouchat is financially benefitting from his 1
absence at State taxpayer expense; and 2
WHEREAS, The Senate and House members of District 5, Delegate Christopher Eric 3
Bouchat’s district, have formally asked him to resign; and 4
WHEREAS, The people of Carroll County and Frederick County deserve to have full 5
and robust representation by those who make every effort to be present in Annapolis for 6
the constitutionally required 90–day legislative session; and 7
WHEREAS, The Governor of the State of Maryland should have the opportunity to 8
appoint a qualified replacement on behalf of the people of District 5 in Carroll County and 9
Frederick County; and 10
WHEREAS, The people of the State of Maryland should not be paying the salary of 11
an individual who refuses to participate in the public legislative process; now, therefore, be 12
it 13
RESOLVED BY THE HOUSE OF DELEGATES, That the House of Delegates of 14
Maryland expel Delegate Christopher Eric Bouchat for his willful and wanton absence from 15
the duties that the people of Carroll County and Frederick County elected him to perform; 16
and be it further 17
RESOLVED, That Delegate Christopher Eric Bouchat be expelled from the 18
Maryland House of Delegates pursuant to Article III, § 19 of the Maryland Constitution; 19
and be it further 20
RESOLVED, That a copy of this Resolution b e forwarded by the Department of 21
Legislative Services to the Governor of Maryland and the Speaker of the House of 22
Delegates. 23
