AN ACT concerning 1

Baltimore County – Inspector General – Authority Over Baltimore County 2
Public Schools 3

FOR the purpose of authorizing the County Council of Baltimore County to enact a local 4
law granting the Baltimore County Office of the Inspector General certain authority 5
over Baltimore County Public Schools; and generally relating to the Baltimore 6
County Office of the Inspector General and Baltimore County Public Schools. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13
That the Laws of Maryland read as follows: 14

Article 3 – Baltimore County 15

3–14–113. 16

BEGINNING IN 2027, THE COUNTY COUNCIL MAY, BY LOCAL LAW, GRANT TO 17
THE INSPECTOR GENERAL THE SAME AUTHORITY OVER BALTIMORE COUNTY 18
PUBLIC SCHOOLS THAT THE INSPECTOR GENERAL HAS OVER A DE PARTMENT OF 19
COUNTY GOVERNMENT. 20

SECTION 2. AND BE IT FURTHER ENACTED, That it is the intent of the General 21
Assembly that if the Baltimore County Council adopts a local law to grant the Baltimore 22
County Inspector General authority over Baltimore County Public Schools under Section 1 23
2 SENATE BILL 15

of this Act, that the local law shall take effect at the beginning of the next following term 1
of office of the Inspector General. 2

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall ta ke effect 3
October 1, 2026. 4
