Primary and Secondary Educators – Licenses and Public Profiles – Notation of 2
Veteran Status 3

FOR the purpose of authorizing the Department of Education to establish a process to 4
include a notation indicating veteran status on licenses and public profiles of primary 5
and secondary educators; and generally relating to the licenses and public profiles of 6
primary and secondary educators. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13
That the Laws of Maryland read as follows: 14

Article – Education 15

6–101.2. 16

(A) THE DEPARTMENT MAY ESTABL ISH A PROCESS TO INC LUDE A 17
NOTATION INDICATING VETERAN STATUS ON A LICENSE OR PUBLIC PROFILE. 18

(B) IF THE DEPARTMENT ESTABLISHE S THE PROCESS DESCRI BED IN 1
SUBSECTION (A) OF THIS SECTION, AN APPLICATION FOR A LICENSE SHALL ALLOW 2
AN APPLICANT TO: 3

(1) PRESENT A CERTIFICATI ON OF VETERAN STATUS OBTAINED 4
FROM THE DEPARTMENT OF VETERANS AND MILITARY FAMILIES IN ACCORDANCE 5
WITH § 9–905 OF THE STATE GOVERNMENT ARTICLE, A DD FORM 214, OR OTHER 6
DOCUMENTATION ACCEPT ABLE TO THE DEPARTMENT CERTIFYING VETERAN 7
STATUS; AND 8

(2) INDICATE THAT THE APPLICANT CONSENTS TO: 9

(I) HAVING A NOTATION ON THE APPLICANT ’S LICENSE OR 10
PUBLIC PROFILE INDICATING THAT THE APPLICANT IS A VETERAN; AND 11

(II) BEING CONTACTED BY APPROPRIATE EXECUTIVE BRANCH 12
AGENCIES REGARDING T HE APPLICANT’S ELIGIBILITY FOR STATE OR FEDERAL 13
VETERANS BENEFITS. 14

(C) IF AN APPLICANT PRESE NTS THE REQUIRED DOC UMENTATION AND 15
CONSENTS IN ACCORDAN CE WITH SUBSECTION (B) OF THIS SECTION, THE 16
DEPARTMENT SHALL: 17

(1) INCLUDE ON THE APPLIC ANT’S LICENSE OR PUB LIC PROFILE A 18
NOTATION INDICATING THAT THE APPLICANT IS A VETERAN; AND 19

(2) IN ACCORDANCE WITH §§ 4–304 THROUGH 4–325 OF THE 20
GENERAL PROVISIONS ARTICLE AND ANY OTHER APPLICABLE LAW , AND ON 21
REQUEST FROM AN EXECUTIVE BRANCH AGENCY, ELECTRONICALLY TRANSMIT TO 22
THE EXECUTIVE BRANCH AGENCY APP ROPRIATE INFORMATION ABOUT THE 23
APPLICANT. 24

(D) THE DEPARTMENT MAY ADOPT REGULATIONS TO CARRY OUT THIS 25
SECTION. 26

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 27
October 1, 2026. 28
