FOR the purpose of altering the membership of the Baltimore County School Board 4
Nominating Commission to include one representative of the Greater Baltimore 5
County Chamber of Commerce, one representative of the American Federation of 6
State, County and Municipal Employees Local 3, Council 434, and one representative 7
of the Citizens Advisory Council for Gifted and Talented Education; and generally 8
relating to the Baltimore County School Board Nominating Commission. 9

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 20
That the Laws of Maryland read as follows: 21

Article – Education 1

3–2B–03. 2

(a) (1) There is a Baltimore County School Board Nominating Commission. 3

(b) (1) The Commission consists of [19] 21 members who shall be appointed in 4
accordance with this subsection. 5

(2) The Commission shall reflect the rich cultural, geographic, ethnic, and 6
racial diversity of Baltimore County. 7

(3) The Governor, in consultation with the County Executive of Baltimore 8
County, shall appoint eight members, one from each legislative district that lies in whole 9
or in part in Baltimore County. 10

(4) The County Executive of Baltimore County shall appoint one member 11
from the county at large. 12

(5) The following organizations each shall appoint one member: 13

(i) The Teachers Association of Baltimore County; 14

(ii) The GREATER Baltimore County Chamber of Commerce; 15

(iii) The PTA Council of Baltimore County, Inc.; 16

(iv) Towson University; 17

(v) The League of Women Voters of Baltimore County; 18

(vi) The Baltimore County Branch of the National Association for the 19
Advancement of Colored People; 20

(vii) The Baltimore County Public Schools’ Special Education 21
Citizens’ Advisory Committee; 22

(viii) The Baltimore County Student Councils; 23

(ix) The Council of Administrative and Supervisory Employees; 24
[and] 25

(x) The Education Support Personnel of Baltimore County; 26

(XI) THE AMERICAN FEDERATION OF STATE, COUNTY AND 1
MUNICIPAL EMPLOYEES LOCAL 3, COUNCIL 434; AND 2

(XII) THE CITIZENS ADVISORY COUNCIL FOR GIFTED AND 3
TALENTED EDUCATION. 4

SECTION 2. AND BE IT FURTHER ENACTED, That the term of the initial member 5
of the Greater Baltimore County Chamber of Commerce under § 8–2B–03 of the Education 6
Article, as enacted by Section 1 of this Act, shall serve the remainder of the term of the 7
member of the Baltimore County Chamber of Commerce, subject to Section 3 of this Act. 8

SECTION 3. AND BE IT FURTHER ENACTED, That: 9

(a) The terms of the following members of the Baltimore County School Board 10
Nominating Commission shall terminate at the end of September 30, 2028: 11

(1) each member appointed by: 12

(i) the Baltimore County Branch of the National Association for the 13
Advancement of Colored People; 14

(ii) the Education Support Personnel of Baltimore County; 15

(iii) the Teachers Association of Baltimore County; 16

(iv) Towson University; 17

(v) the League of Women Voters of Baltimore County; and 18

(vi) the Baltimore County Student Councils; and 19

(2) the members appointed by the Governor representing: 20

(i) district 6; 21

(ii) district 8; 22

(iii) district 11; and 23

(iv) district 43. 24

(b) The terms of the following members of the Baltimore County School Board 25
Nominating Commission shall terminate at the end of September 30, 2030: 26

(1) each member appointed by: 27

(i) the American Federation of State, County and Municipal 1
Employees Local 3, Council 434; 2

(ii) the Citizens Advisory Council for Gifted and Talented Education; 3

(iii) the Greater Baltimore County Chamber of Commerce; 4

(iv) the PTA Council of Baltimore County, Inc.; 5

(v) the Baltimore County Public Schools’ Special Education Citizens’ 6
Advisory Committee; and 7

(vi) the Council of Administrative and Supervisory Employees; 8

(2) the at–large member appointed by the County Executive of Baltimore 9
County; and 10

(3) the members appointed by the Governor representing: 11

(i) district 7; 12

(ii) district 10; 13

(iii) district 42; and 14

(iv) district 44. 15

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect 16
October 1, 2026. 17
