SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18
That the Laws of Maryland read as follows: 19

(a) There is an Oversight Committee on Quality of Care in Nursing Homes and 2
Assisted Living Facilities. 3
(b) The Oversight Committee shall consist of the following members: 4
(1) One member of the Senate Finance Committee, appointed by the 5
President of the Senate; 6
(2) [One member of the Senate Education, Health, and Environmental 7
Affairs Committee, appointed by the President of the Senate; 8
(3) Two members] ONE MEMBER of the House Health and Government 9
Operations Committee, appointed by the Speaker of the House; 10
[(4)] (3) The Secretary of Aging, or the Secretary’s designee; 11
[(5)] (4) The Secretary of Health, or the Secretary’s designee; 12
[(6)] (5) The Director of the Office of Health Care Quality, or the 13
Director’s designee; 14
[(7)] (6) The Deputy Secretary for Behavioral Health, or the Deputy 15
Secretary’s designee; 16
[(8)] (7) The Secretary of Human Services, or the Secretary’s designee; 17
[(9)] (8) The Secretary of Disabilities, or the Secretary’s designee; 18
[(10)] (9) The State Long–Term Care Ombudsman; 19
[(11)] (10) Two representatives of area agencies on aging, one of which shall 20
be a member of a local long –term care ombudsman program established under Title 10, 21
Subtitle 9 of the Human Services Article, selected by the President of the Maryland 22
Association of Area Agencies on Aging; 23
[(12)] (11) One representative of a local long–term care ombudsman entity, 24
selected by the State Long–Term Care Ombudsman; 25
[(13)] (12) Three consumer members, selected by the State Long –Term 26
Care Ombudsman, all of whom shall be consumers living in an assisted living facility or a 27
nursing home or have a family member living in an assisted living facility or a nursing 28
home; 29

[(14)] (13) The following representatives, selected by the organizations the 1
individual represents: 2
(i) One representative from the Health Facilities Association of 3
Maryland; 4
(ii) (I) One representative from the Mid–Atlantic LifeSpan; 5
(iii) (II) One representative of the Hospice Network of Maryland; 6
(iv) (III) One representative of the Maryland Hospital Association; 7
(v) (IV) One representative of 1199SEIU United Health Workers 8
East; 9
(vi) (V) One representative of the Maryland Chapter of AARP; 10
(vii) (VI) One representative of United Seniors of Maryland; 11
(viii) One representative of Voices for Quality Care; 12
(ix) (VII) One representative of the Mental Health Association of 13
Maryland knowledgeable in issues of aging; 14
(x) (VIII) One representative of the Greater Maryland Chapter of 15
the Alzheimer’s Association; and 16
(xi) (IX) One representative of the Maryland Association of FOR 17
MEDICAL Adult Day Services; and 18
(X) ONE REPRESENTATIVE OF LEADINGAGE MARYLAND; AND 19
[(15)] (14) Three representatives from the assisted living industry, of 20
which, TO THE EXTENT PRACTICABLE, one shall represent a program that cares for one 21
to four residents, one shall represent a program that cares for five to nine residents, and 22
one shall represent a program that cares for more than 10 residents. 23
SECTION 2. AND BE IT FURTHER EN ACTED, That this Act shall take effect 24
October 1, 2026. 25
