AN ACT concerning 1
Charles County – Summer Academy for Mathematics and Service Pilot Program 2
– Establishment 3
FOR the purpose of establishing the Summer Academy for Mathematics and Service Pilot 4
Program within the Maryland Department of Labor to provide mathematics 5
instruction to certain students in Charles County ; requiring the Charles County 6
public school system to implement the Program; requiring the Department to provide 7
grants to the Charles County public school system for the Program ; and generally 8
relating to the establishment of the Summer Academy for Mathematics and Service 9
Pilot Program. 10

(C) (1) IN PARTNERSHIP WITH THE MARYLAND DEPARTMENT OF LABOR, 9
THE CHARLES COUNTY PUBLIC SCHOOL SYSTEM SHALL IMPLEMENT THE PROGRAM 10
TO PROVIDE TARGETED INSTRUCTION IN A 6–WEEK COURSE OFFERED DURING 11
SUMMER BREAK TO ELIGIBLE STUDENTS WHO ARE NOT PROFICIENT IN ALGEBRA OR 12
GEOMETRY. 13
(2) IN IMPLEMENTING THE PROGRAM UNDER PARAGRA PH (1) OF 14
THIS SUBSECTION, THE CHARLES COUNTY PUBLIC SCHOOL SYSTEM SHALL: 15
(I) USE EVIDENCE –BASED MATHEMATICS IN TERVENTIONS 16
AND ADAPTIVE LEARNING TECHNOLOGY; 17
(II) OFFER TRANSPORTATION CONSISTENT WITH 18
TRANSPORTATION AID GUIDELINES; AND 19
(III) OFFER MEAL ACCESS CONSISTE NT WITH THE MARYLAND 20
MEALS FOR ACHIEVEMENT PROGRAM. 21
(D) THE CHARLES COUNTY PUBLIC SCHOOL SYSTEM MAY PARTNER WITH: 22
(1) COMMUNITY COLLEGES OR UNIVERSITIES WITH TE ACHER 23
PREPARATION PROGRAMS; 24
(2) PUBLIC LIBRARIES; 25
(3) STEM LEARNING CENTERS; OR 26
(4) NONPROFIT OR COMMUNIT Y–BASED ORGANIZATIONS WITH 27
DEMONSTRATED SUCCESS IN ACADEMIC TUTORING OR MATH EMATICS 28
ENRICHMENT. 29

(E) ON OR BEFORE SEPTEMBER 30 EACH YEAR , THE CHARLES COUNTY 1
PUBLIC SCHOOL SYSTEM SHALL REPORT TO THE MARYLAND DEPARTMENT OF 2
LABOR ON: 3
(1) THE NUMBER OF STUDENTS SUPPORTED BY THE PROGRAM; 4
(2) STUDENT ATTENDANCE AN D COMPLETION RATES OF THE 5
PROGRAM; 6
(3) PROFICIENCY LEVELS IN MATHEMATICS BEFORE A ND AFTER 7
PARTICIPATION IN THE PROGRAM; AND 8
(4) THE EFFECTIVENESS OF INTERVENTIONS USED IN THE 9
PROGRAM. 10

(II) ATTENDS A PUBLIC SCHOOL IN WHICH FEWER THAN 90% OF 19
STUDENTS ACHIEVED A PROFICIENT LEVEL IN MATHEMATICS AS DETER MINED BY 20
THE MOST RECENT STATE ASSESSMENT. 21
(3) “PROGRAM” MEANS THE SUMMER ACADEMY FOR MATHEMATICS 22
AND SERVICE PILOT PROGRAM. 23
(B) THERE IS A SUMMER ACADEMY FOR MATHEMATICS AND SERVICE 24
PILOT PROGRAM WITHIN THE DEPARTMENT. 25
(C) THE PURPOSE OF THE PROGRAM IS TO PROVIDE MATHEMATICS 26
INSTRUCTION TO ELIGI BLE STUDENTS IN THE CHARLES COUNTY PUBLIC SCHOOL 27
SYSTEM TO MITIGATE THE EFFECTS OF LEARNING LOSS AND PROMOTE STUDENT 28
ACCELERATION. 29

(D) THE DEPARTMENT SHALL: 1
(1) DEVELOP AND ISSUE STA NDARDS FOR THE PROGRAM, 2
INCLUDING: 3
(I) MINIMUM INSTRUCTIONAL HOURS; 4
(II) CURRICULUM ALIGNMENT WITH STATE STANDARDS; AND 5
(III) TEACHER QUALIFICATIONS; 6
(2) ESTABLISH PERFORMANCE INDICATORS TO EVALUATE PROGRAM 7
EFFECTIVENESS; 8
(3) PROVIDE TECHNICAL AS SISTANCE TO THE CHARLES COUNTY 9
PUBLIC SCHOOL SYSTEM; AND 10
(4) AWARD GRANTS T O THE CHARLES COUNTY PUBLIC SCHOOL 11
SYSTEM FOR PROGRAM OPERATION. 12
(E) (1) THE DEPARTMENT SHALL PRIO RITIZE THE USE OF AV AILABLE 13
FUNDING FOR THE PROGRAM. 14
(2) FUNDS SHALL BE DISTRI BUTED TO THE CHARLES COUNTY 15
PUBLIC SCHOOL SYSTEM BASED ON THE NUMBER OF ELIGIBLE STUDENTS. 16
(3) FUNDS MAY BE USED FOR: 17
(I) TEACHER STIPENDS; 18
(II) INSTRUCTIONAL MATERIALS AND TECHNOLOGY; AND 19
(III) PROGRAM EVALUATION AND DATA COLLECTION. 20
(F) THE DEPARTMENT SHALL COMPILE AND PUBLISH A SUMMARY OF THE 21
INFORMATION REPORTED IN ACCORDANCE WITH § 7–137 OF THE EDUCATION 22
ARTICLE, INCLUDING: 23
(1) AGGREGATED AND DISAGGREGATED DA TA BY GRADE LEVEL , 24
SCHOOL, AND DEMOGRAPHIC SUBGROUP; 25
(2) TRENDS IN MATHEMATICS PROFICIENCY; AND 26

(3) RECOMMENDATIONS FOR PROGRAM PARTICIPATION AND 1
RESOURCE ALLOCATION. 2
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 3
October 1, 2026. It shall remain effective for a period of 14 years and, at the end of 4
September 30, 2040, this Act, with no further action required by the General Assembly, 5
shall be abrogated and of no further force and effect. 6
