AN ACT concerning 1

Task Force on Education Funding and Student Population Growth 2

FOR the purpose of establishing the Task Force on Education Funding and Student 3
Population Growth to analyze challenges related to student enrollment counts, 4
student population growth, and education funding; and generally relating to the 5
Task Force on Education Funding and Student Population Growth. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 7
That: 8

(a) There is a Task Force on Education Funding and Student Population Growth. 9

(b) The Task Force consists of the following members: 10

(1) one member of the Senate of Maryland, appointed by the President of 11
the Senate; 12

(2) one member of the House of Delegates, appointed by the Speaker of the 13
House; and 14

(3) the following members, appointed by the Governor: 15

(i) one representative of the State Department of Education; 16

(ii) one representative of the Maryland Association of Boards of 1
Education; 2

(iii) one representative of the Maryland State Education Association; 3

(iv) one representative of the Baltimore Teachers Union; 4

(iv) (v) one representative of the Free State PTA; 5

(v) (vi) one representative of the Maryland Association of 6
Counties; 7

(vi) (vii) one representative of the Maryland Association of School 8
Personnel Administrators; 9

(vii) (viii) one representative of the Public School Superintendents’ 10
Association of Maryland; 11

(viii) (ix) one representative of the general public; and 12

(ix) (x) one representative of the Office of the Comptroller. 13

(c) The Governor shall designate the chair of the Task Force. 14

(d) (1) The Office of the Governor members of the Task Force shall provide 15
determine the staff for the Task Force. 16

(2) The State Department of Education shall provide data to support the 17
work of the Task Force. 18

(e) A member of the Task Force: 19

(1) may not receive compensation as a member of the Task Force; but 20

(2) is entitled to reimbursement for expenses under the Standard State 21
Travel Regulations, as provided in the State budget. 22

(f) The Task Force shall: 23

(1) analyze challenges related to the delay in student enrollment counts 24
and its effect on school funding; 25

(2) analyze the connection between growing student populations and the 26
provision of school funding; and 27

(3) make recommendations regarding improvem ents to the provision of 28
school funding. 29

(g) On or before December 15, 2026, the Task Force shall report its findings and 1
recommendations to the Governor and, in accordance with § 2 –1257 of the State 2
Government Article, the General Assembly. 3

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 4
1, 2026. It shall remain effective for a period of 1 year and, at the end of June 30, 2027, this 5
Act, with no further action required by the General Assembly, shall be abrogated and of no 6
further force and effect. 7
