A BILL ENTITLED
AN ACT concerning 1
Motor Vehicles – Parking – Disabled Veteran Special Registration Plates 2
FOR the purpose of prohibiting a political subdivision from adopting or enforcing an 3
ordinance, a regulation, or a policy that requires payment of a fee for parking a motor 4
vehicle in a parking space served by a parking meter if the motor vehicle has disabled 5
veteran special registration plates; prohibiting a State agency from adopting or 6
enforcing a regulation or a policy that requires payment of a fee for parking a motor 7
vehicle in a parking lot owned or controlled by the State agency if the motor vehicle 8
has disabled veteran special registration plates; and generally relating to parking by 9
motor vehicles that have disabled veteran special registration plates. 10

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1
That the Laws of Maryland read as follows: 2
Article – Transportation 3
26–301. 4
(b) Subject to [subsection (c)] SUBSECTIONS (C) AND (C–1) of this section, any 5
State agency authorized by law and any political subdivision of this State may adopt 6
ordinances or regulations that: 7
(1) Regulate the parking of vehicles; 8
(2) Provide for the impounding of vehicles parked in violation of the 9
ordinances or regulations; 10
(3) Regulate the towing of vehicles from publicly owned and privately 11
owned parking lots; and 12
(4) Provide for the issuance of a citation by an officer for a violation of an 13
ordinance or regulation that is adopted under this section. 14
(c) A political subdivision may not adopt or enforce an ordinance or regulation 15
that prohibits the parking of more than one motorcycle within a space served by a single 16
parking meter. 17
(C–1) (1) A POLITICAL SUBDIVISIO N MAY NOT ADOPT OR E NFORCE AN 18
ORDINANCE, A REGULATION, OR A POLICY THAT REQUIRES PAYMENT OF A FEE FOR 19
PARKING A MOTOR VEHI CLE IN AN ON –STREET PARKING SPACE SERVED BY A 20
PARKING METER IF THE MOTOR VEHICLE HAS DI SABLED VETERAN SPECI AL 21
REGISTRATION PLATES ISSUED BY THE ADMINISTRATION. 22
(2) A STATE AGENCY MAY NOT ADOPT OR ENFORCE A R EGULATION 23
OR A POLICY THAT REQUIRES PAYMENT OF A FEE FOR PARKING A MOTOR VEHICLE 24
IN A PARKING LOT OWNED OR CONTROLLED BY THE STATE AGENCY IF THE MOTOR 25
VEHICLE HAS DISABLED VETERAN SPECIAL REGISTRATION PLATES ISSUED BY THE 26
ADMINISTRATION. 27
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 28
October 1, 2026. 29
