Education – Board of Community College Trustees for Baltimore County – 2
Membership 3
FOR the purpose of altering the membership of the Board of Community College Trustees 4
for Baltimore County; and generally relating to the Board of Community College 5
Trustees for Baltimore County. 6
BY repealing and reenacting, with amendments, 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12
That the Laws of Maryland read as follows: 13

16–402. 15
(a) The Board of Communit y College Trustees for Baltimore County consists of 16
[15] 11 members appointed by the Governor, with the advice and consent of the Senate. 17
(b) Of the members: 18

(1) [1 serves] 2 SERVE at large; and 1
(2) [14] 9 serve from the [7] 9 councilmanic districts in Baltimore County, 2
[2] 1 from each district. 3
(c) (1) The term of a member is 5 years and begins on July 1. 4
(2) A member may not serve for more than 2 consecutive terms. 5
(d) (1) The Governor shall appoint a chairperson from among the members of 6
the Board as of July 1, 1997. 7
(2) The chairperson appointed by the Governor shall serve until June 30, 8
2000. 9
(3) For the year beginning July 1, 2000, and each year thereafter, the 10
Board shall elect a chairperson from among the members of the Board. 11
SECTION 2. AND BE IT FURTHER ENACTED, That: 12
(a) The terms of the following members of the Board of Community College 13
Trustees for Baltimore County shall terminate on June 30, 2026: 14
(1) the members representing Baltimore County co uncilmanic districts 2, 15
6, and 7, as they existed before June 23, 2026, whose terms are scheduled to expire on June 16
30, 2026; 17
(2) the members representing Baltimore County councilmanic district 1, as 18
it existed before June, 23 2026, whose seats are vacant; 19
(3) the member representing Baltimore County councilmanic district 3, as 20
it existed before June 23, 2026, whose term expired on June 30, 2024, and whose seat is 21
vacant; and 22
(4) the member representing Baltimore County councilmanic district 4, as 23
it existed before June 23, 2026, whose term expired on June 30, 2025. 24
(b) Beginning July 1, 2026, the following members of the Board of Community 25
College Trustees for Baltimore County shall represent the following Baltimore County 26
councilmanic districts: 27
(1) the member representing councilmanic district 4, as it existed before 28
June 23, 2026, whose term is set to expire on June 30, 2030, shall represent councilmanic 29
district 2, as it exists on or after June 23, 2026; 30

(2) the member representing counc ilmanic district 3, as it existed before 1
June 23, 2026, whose term is set to expire on June 30, 2029, shall represent councilmanic 2
district 3, as it exists on or after June 23, 2026; 3
(3) the member representing councilmanic district 2, as it existed bef ore 4
June 23, 2026, whose term is set to expire on June 30, 2028, shall represent councilmanic 5
district 4, as it exists on or after June 23, 2026; 6
(4) the member representing councilmanic district 6, as it existed before 7
June 23, 2026, whose term is set to expire on June 30, 2027, shall represent councilmanic 8
district 6, as it exists on or after June 23, 2026; 9
(5) the member representing councilmanic district 5, as it existed before 10
June 23, 2026, whose term is set to expire on June 30, 2030, shall rep resent councilmanic 11
district 7, as it exists on or after June 23, 2026; 12
(6) the member representing councilmanic district 7, as it existed before 13
June 23, 2026, whose term is set to expire on June 30, 2027, shall represent councilmanic 14
district 8, as it exists on or after June 23, 2026; 15
(7) the at–large member of the Board, whose term is set to expire June 30, 16
2029, shall become one of the at–large members of the Board; and 17
(8) the member representing councilmanic district 5, as it existed before 18
June 23, 2026, whose term is set to expire on June 30, 2027, shall become one of the 19
at–large members of the Board. 20
(c) Beginning July 1, 2026, the initial members representing Baltimore County 21
councilmanic districts 1, 5, and 9 on the Board of Community College Trustees for 22
Baltimore County, as the districts exist on or after June 23, 2026, shall be appointed using 23
the method provided under § 16 –402 of the Education Article, as enacted by Section 1 of 24
this Act, and shall expire as follows: 25
(1) the term of the member appointed to represent councilmanic district 1 26
shall expire June 30, 2028; 27
(2) the term of the member appointed to represent councilmanic district 5 28
shall expire June 30, 2029; and 29
(3) the term of the member appointed to represent cou ncilmanic district 9 30
shall expire June 30, 2030. 31
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect June 32
1, 2026. 33
