AN ACT concerning 1

State Government – Walk–In Service Requirements 2

FOR the purpose of requiring certain State divisions and programs to provide walk –in 3
service to the public on a first –come, first–served basis at a reasonable frequency 4
and at reasonable locations; and generally relating to walk–in service requirements. 5

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11
That the Laws of Maryland read as follows: 12

Article – State Government 13

(A) THIS SECTION APPLIES TO THE FOLLOWING STATE DIVISIONS AND 15
PROGRAMS THAT PROVIDE SERVICES DIRECTLY TO THE PUBLIC: 16

(1) THE DEPARTMENT OF AGING, DURABLE AND MEDICAL 17
EQUIPMENT RE–USE PROGRAM; 18

(2) THE DEPARTMENT OF COMMERCE, MARYLAND BUSINESS 19
EXPRESS PROGRAM; 20

(3) THE MARYLAND DEPARTMENT OF LABOR, DIVISION OF 1
OCCUPATIONAL AND PROFESSIONAL LICENSING; 2

(4) THE DEPARTMENT OF NATURAL RESOURCES, LICENSING AND 3
REGISTRATION SERVICE CENTERS; 4

(5) THE DEPARTMENT OF NATURAL RESOURCES, WILDLIFE AND 5
HERITAGE SERVICE; 6

(6) THE DEPARTMENT OF TRANSPORTATION, MOTOR VEHICLES 7
ADMINISTRATION; 8

(7) THE MARYLAND DEPARTMENT OF HEALTH, DIVISION OF VITAL 9
RECORDS; 10

(8) THE MARYLAND DEPARTMENT OF HEALTH, MARYLAND’S 11
COMMITMENT TO VETERANS PROGRAM; 12

(9) THE MARYLAND DEPARTMENT OF VETERANS AND MILITARY 13
FAMILIES, SERVICE PROGRAM OFFICES; 14

(10) THE MARYLAND HEALTH BENEFIT EXCHANGE; 15

(11) THE PUBLIC SERVICE COMMISSION, TRANSPORTATION 16
DIVISION; AND 17

(12) THE MARYLAND STATE ARCHIVES, REFERENCE SERVICES 18
DEPARTMENT. 19

(B) EACH STATE DIVISION OR PROGRAM LISTED UNDER SUBSECTION (A) OF 20
THIS SECTION SHALL PROVIDE WALK–IN SERVICE TO THE PUBLIC ON A FIRST–COME, 21
FIRST–SERVED BASIS: 22

(1) AT A REASONABLE FREQ UENCY, BUT NOT LESS THAN 1 DAY PER 23
WEEK BETWEEN THE HOURS OF 10:00 A.M. AND 4:00 P.M.; AND 24

(2) SUBJECT TO SUBSECTION (C) OF THIS SECTION, AT REASONABLE 25
LOCATIONS. 26

(C) (1) A DIVISION OR PROGRAM LISTED UNDER SUBSECTION (A) OF THIS 27
SECTION THAT REGULARLY PROVIDES IN–PERSON APPOINTMENTS TO THE PUBLIC 28
SHALL PROVIDE WALK–IN SERVICE IN ACCORDANCE WITH SUBSECTION (B) OF THIS 29
SECTION AT EACH LOCATION WHERE IN–PERSON APPOINTMENTS ARE HELD. 30

(2) A DIVISION OR PROGRAM LISTED UNDER SUBSECTION (A) OF THIS 1
SECTION THAT DOES NOT REGULARLY PROVIDE IN–PERSON APPOINTMENTS TO THE 2
PUBLIC SHALL ESTABLISH AT LEAST O NE LOCATION FOR THE PROVISION OF 3
WALK–IN SERVICE IN ACCORDANCE WITH SUBSECTION (B) OF THIS SECTION. 4

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 5
October 1, 2026. 6
