FOR the purpose of requiring the Department of Information Technology to post the 4
Statewide Information Technology Master Plan on its website on or before a certain 5
date; requiring the Secretary of Information Technolo gy to notify the Governor and 6
certain committees of the General Assembly if the plan is delayed; requiring the 7
Secretary of Information Technology, or the Secretary’s designee, to provide a certain 8
annual briefing to the General Assembly; and generally relating to the Statewide 9
Information Technology Master Plan. 10

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 2
That the Laws of Maryland read as follows: 3

Article – State Finance and Procurement 4

3.5–304. 5

(A) The Secretary shall develop a statewide information technology master plan. 6

(B) (1) THE PLAN DEVELOPED UNDER SUBSECTION (A) OF THIS SECTION 7
SHALL BE POSTED PUBL ICLY ON THE DEPARTMENT’S WEBSITE AND, IN 8
ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, SUBMITTED TO 9
THE GENERAL ASSEMBLY WITHIN 6 MONTHS 1 YEAR AFTER THE DATE THE 10
GOVERNOR IS INAUGURAT ED IN THE GOVERNOR’S FIRST EACH GUBERNATORIAL 11
TERM. 12

(2) IF THE SECRETARY IS UNABLE T O MEET THE DEADLINE 13
ESTABLISHED UNDER PARAGRAPH (1) OF THIS SUBSECTION, WITHIN 10 DAYS AFTER 14
THE MISSED DEADLINE , THE SECRETARY SHALL NOTIFY THE GOVERNOR IN 15
WRITING AND , IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT 16
ARTICLE: 17

(I) THE SENATE BUDGET AND TAXATION COMMITTEE; 18

(II) THE SENATE COMMITTEE ON EDUCATION, ENERGY, AND 19
THE ENVIRONMENT; 20

(III) THE HOUSE APPROPRIATIONS COMMITTEE; 21

(IV) THE HOUSE GOVERNMENT, LABOR, AND ELECTIONS 22
COMMITTEE; AND 23

(V) THE JOINT COMMITTEE ON CYBERSECURITY, 24
INFORMATION TECHNOLOGY, AND BIOTECHNOLOGY. 25

(3) THE NOTICE REQUIRED U NDER PARAGRAPH (2) OF THIS 26
SUBSECTION SHALL INCLUDE AN EXPLANATION OF WHY THE PLAN IS DELAYED AND 27
PROVIDE A DATE FOR I TS PUBLICATION , NOT TO EXCEED 3 MONTHS AFTER THE 28
DEADLINE ESTABLISHED UNDER PARAGRAPH (1) OF THIS SUBSECTION. 29

(C) EACH YEAR, THE SECRETARY, OR THE SECRETARY’S DESIGNEE, SHALL 30
PROVIDE A BRIEFING TO THE GENERAL ASSEMBLY ON: 31

(1) THE IMPLEMENTATION OF THE PLAN; 1

(2) ANY MATERIAL CHANGES MADE TO THE PLAN; AND 2

(3) HOW THE STATE INTENDS TO MANA GE AND DEPLOY THE 3
INITIATIVES INCLUDED IN THE PLAN ACROSS T HE EXECUTIVE BRANCH OF STATE 4
GOVERNMENT. 5

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 6
October 1, 2026. 7
