FOR the purpose of altering the Cyber Warrior Diversity Program to include training 3
students in artificial intelligence; establishing the Maryland Artificial Intelligence 4
Partnership in the University System of Maryland to provide a single nexus for 5
certain stakeholders in artificial intelligence initiatives to advance artificial 6
intelligence in the State by carrying out ce rtain duties; establishing the Artificial 7
Intelligence Public Service Fellowship in the University System of Maryland; 8

WHEREAS, Artificial intelligence is expected to transform every sector of the 38
economy, create new industries, and significantly expand economic output, thus making 39

artificial intelligence skill development and workforce readiness essential for Maryland’s 1
future competitiveness; and 2
WHEREAS, Broad deployment of artificial intelligence tools will generate demand 3
for new technical and analytical skills, thus creating opportunities for high–paying jobs and 4
career pathways that require education and retraining across industries; and 5
WHEREAS, The federal AI Action Plan prioritizes expanded artificial intelligence 6
literacy and training to help workers successfully transi tion into artificial 7
intelligence–driven roles; and 8
WHEREAS, Coordinated efforts to build robust artificial intelligence ecosystems, 9
including strategic public –private partnerships and access to training resources, are 10
essential to foster innovation and economic growth; and 11
WHEREAS, The federal AI Action Plan calls for expanding access to critical 12
computing resources, removing barriers to innovation, and strengthening U.S. leadership 13
in artificial intelligence research and development; and 14
WHEREAS, A ligning State strategies with national goals, such as enhancing 15
workforce development in emerging technology fields, accelerating artificial intelligence 16
adoption in public and private sectors, and expanding opportunities for artificial 17
intelligence educat ion and training, will support Maryland’s economic development and 18
position the State as a leader in the future economy; now, therefore, 19
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 20
That the Laws of Maryland read as follows: 21

(a) There is a Cyber Warrior Diversity Program at: 24
(1) Baltimore City Community College; 25
(2) Bowie State University; 26
(3) Coppin State University; 27
(4) Morgan State University; 28
(5) The University of Maryland Eastern Shore; and 29
(6) The University of Maryland Baltimore County Training Centers that 30
are located in the State. 31

(b) The purpose of each Program is to train students in computer networking 1
[and], cybersecurity, AND ARTIFICIAL INTELLIGENCE. 2
(c) The governing entity at each institution is responsible for administering the 3
Program at that institution. 4
(d) On or before July 1 each year, beginning in 2024, the Commission, in 5
consultation with the Cybersecurity Association of Maryland, Inc., shall, if applicable, 6
expand the Program to accommodate any changes in certification trends identified under § 7
10–496 of the Economic Development Article. 8

THE INNOVATION, ECONOMIC GROWTH, WORKFORCE DEVELOPMENT, AND PUBLIC 21
GOOD ACROSS THE STATE. 22
(3) THE PARTNERSHIP SHALL: 23
(I) CONNECT, ACCELERATE, AND SCALE ARTIFICIAL 24
INTELLIGENCE INITIATIVES; 25
(II) ENSURE ALIGNMENT OF T HE STATE’S ARTIFICIAL 26
INTELLIGENCE EFFORTS TO PREVENT FRAGMENTATION; 27
(III) LEVERAGE RESOURCES TO INCREASE THE STATE’S 28
ARTIFICIAL INTELLIGENCE–TRAINED WORKFORCE AND TO INTEGRATE THE USE OF 29
ARTIFICIAL INTELLIGENCE IN STATE GOVERNMENT; 30

STATE FINANCE AND PROCUREMENT ARTICLE MAY REQUEST THAT THE CENTER 14
FOR EQUITABLE ARTIFICIAL INTELLIGENCE AND MACHINE LEARNING SYSTEMS 15
COMPLETE A RESEARCH REQUEST THAT THE CENTER SHALL COORDINA TE AND 16
LEAD, COLLABORATING WITH OTHERS AS NEEDED. 17
(2) THE CENTER FOR EQUITABLE ARTIFICIAL INTELLIGENCE AND 18
MACHINE LEARNING SYSTEMS SHALL: 19

(a) In this subtitle the following words have the meanings indicated. 6
(c) “Program” means the [Cybersecurity] EMERGING TECHNOLOGY Public 7
Service Scholarship Program. 8
18–3502. 9
(a) There is a scholarship program known as the [Cybersecurity] EMERGING 10
TECHNOLOGY Public Service Scholarship Program in the State. 11
(b) The purpose of the Program is to support students who are pursuing an 12
education in programs that [are] PROVIDE CORE SKILLS directly relevant to cybersecurity 13
OR ARTIFICIAL INTELLIGENCE. 14
18–3503. 15
(b) An individual may apply to the Office for a scholarship under this subtitle if 16
the individual: 17
(1) Is eligible for in–State tuition; 18
(2) Except as provided in subsection (f) of this section, is a student who: 19
(i) Is enrolled full –time at an eli gible institution in an approved 20
degree or certificate program that is directly relevant to cybersecurity OR ARTIFICIAL 21
INTELLIGENCE; and 22
(ii) Is within 3 years of graduation from the individual’s degree or 23
certificate program; 24
(f) (2) Each recipient of a scholarship under this subtitle may hold the award 25
for 6 years if the recipient: 26
(i) Is a part–time student; 27
(ii) Continues to be eligible for in –State tuition under this article; 28
and 29

(iii) Continues to be a student at the institution and takes at least 6 1
semester hours of courses each semester leading to a degree or certificate that is directly 2
relevant to cybersecurity OR ARTIFICIAL INTELLIGENCE. 3
(g) The Department shall provide informati on on the Program to high school 4
students who participate in career and technology education programs related to 5
cybersecurity OR ARTIFICIAL INTELLIGENCE. 6
18–3504. 7
(a) (1) Except as provided in paragraph (2) of this subsection, for 1 year for 8
each year that the recipient receives a scholarship under this subtitle, a scholarship 9
recipient shall: 10
(i) Work in the State in the cybersecurity OR ARTIFICIAL 11
INTELLIGENCE field for a: 12
1. A. Local education agency; 13
B. Public high school; or 14
C. Community college; or 15
2. Unit of: 16
A. State government; 17
B. County government; or 18
C. City or municipal government; or 19
(ii) Teach in the State in an education program that is directly 20
relevant to cybersecurity OR ARTIFICIAL INTELLIGENCE in: 21
1. A public high school; or 22
2. A community college. 23
(b) In accordance with § 18 –112 of this title, a scholarship recipient shall repay 24
the Commission the funds received under this subtitle if the recipient does not: 25
(2) Complete an appr oved degree or certificate program that is directly 26
relevant to cybersecurity OR ARTIFICIAL INTELLIGENCE at an eligible institution; and 27

(a) There is a Governor’s Artificial Intelligence Subcabinet of th e Governor’s 2
Executive Council. 3
(b) The purpose of the Subcabinet is to facilitate and enhance cooperation among 4
units of State government, in consultation with academic institutions and industries 5
utilizing artificial intelligence. 6
(F) THE SUBCABINET MAY REQUEST RESEARCH TO BE COMPLETED UNDER 7
