FOR the purpose of establishing the Practical Applications of Real Estate Appraisal 4
(PAREA) Grant Program to provide grants to certain individuals with the goal of 5
becoming a real estate appraiser in certain communities; requiring the Maryla nd 6
Higher Education Commission to administer the Program; and generally relating to 7
the Practical Applications of Real Estate Appraisal (PAREA) Grant Program. 8

(A) IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS 1

(B) “PAREA” MEANS THE PRACTICAL APPLICATIONS OF REAL ESTATE 3
APPRAISAL. 4

(C) “PROGRAM” MEANS THE PRACTICAL APPLICATIONS OF REAL ESTATE 5
APPRAISAL GRANT PROGRAM. 6

(A) THERE IS A PRACTICAL APPLICATIONS OF REAL ESTATE APPRAISAL 8
GRANT PROGRAM IN THE COMMISSION. 9

(B) THE PURPOSE OF THE PROGRAM IS TO: 10

(1) ASSIST IN CLOSING APP RAISAL GAPS THAT OCC UR IN 11
HISTORICALLY REDLINE D NEIGHBORHOODS AND UNDERREPRESENTED 12
COMMUNITIES; 13

(2) AWARD GRANTS TO MINOR ITIES WHO RESIDE IN HISTORICALLY 14
REDLINED NEIGHBORHOODS AND UNDERREPRESEN TED COMMUNITIES WITH THE 15
GOAL OF PURSUING PAREA; AND 16

(3) DIVERSIFY THE APPRAISAL FIELD. 17

(C) THE COMMISSION SHALL ADMINISTER THE PROGRAM. 18

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 19
1, 2026. 20
