AN ACT concerning 1

Prince George’s County – Expanding Access to Early Childhood Education and 2
Child Care 3

FOR the purpose of requiring the State Department of Education Prince George’s County 4
government to develop an implementation and financing plan to expand access to 5
high–quality early childhood education and child care in Prince George’s County for 6
children from birth through 3 years; requiring the Department county government 7
to consult with certain entities; requiring the plan to include certain analyses; and 8
generally relating to early childhood education and child care in Prince George’s 9
County. 10

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11
That: 12

(a) The State Department of Education Prince George’s County government shall 13
develop an implementation and financing plan to expand access to high –quality early 14
childhood education and child care in Prince George’s County for children from birth 15
through 3 years. 16

(b) To complete the plan, the Department Prince George’s County government 17
shall consult with the Prince George’s County Public School System, the Prince George’s 18
County Counc il, the State Department of Education, businesses, and relevant State 19
agencies organizations. 20

(c) The plan shall include an analysis of: 21

(1) the cost to parents, the county, and the State; 1

(2) the workforce needs of early childhood education and ch ild care 2
providers to expand access; 3

(3) the capacity of early childhood education and child care providers to 4
serve more children; and 5

(4) additional county and State revenue options to expand access. 6

(d) On or before December 1, 2026 2027, the Department county government shall 7
submit the plan to the Governor and, in accordance with § 2–1257 of the State Government 8
Article, the General Assembly and the members of the Prince George’s County Delegation 9
to the General Assembly. 10

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 11
1, 2026. 12
