AN ACT concerning 1

Frederick County – Alcoholic Beverages – Class L Permit 2

FOR the purpose of establishing a Class L beer, wine, and liquor permit in Frederick 3
County; authorizing the Board of License Commissioners for Frederick County to 4
issue the permit to a holder of a manufacturer’s license that also holds a certain 5
license or permit; specifying that the permit authorizes the permit holder to sell or 6
provide samples of certain beer, wine, and liquor for on–premises consumption under 7
certain circumstances; and generally relat ing to alcoholic beverages in Frederick 8
County. 9

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 20
That the Laws of Maryland read as follows: 21

(A) THERE IS A CLASS L BEER, WINE, AND LIQUOR PERMIT. 2

(B) THE BOARD MAY ISSUE THE PERMIT TO THE HOLDER OF A 3
MANUFACTURER’S LICENSE THAT ALSO HOLDS A CLASS DBR BREWERY LICENSE OR 4
A CLASS DDS DISTILLERY PERMIT. 5

(C) THE PERMIT AUTHORIZES THE HOLDER, FOR ON –PREMISES 6
CONSUMPTION, TO: 7

(1) SELL BY THE GLASS BEER, WINE, AND LIQUOR PRODUCED BY THE 8
HOLDER OR ANOTHER HOLDER OF A MANUFACTURER’S LICENSE; 9

(2) SELL BY THE GLASS MI XED DRINKS FROM PROD UCTS 10
MANUFACTURED BY THE HOLDER OR ANOTHER HO LDER OF A MANUFACTURER ’S 11
LICENSE; AND 12

(3) ALLOW FOR TASTING OF THE BEER , WINE, OR LIQUOR THAT IS 13
AUTHORIZED UNDER ITEM (1) OF THIS SUBSECTION AT NO COST, IN A QUANTITY NOT 14
EXCEEDING: 15

(I) 6 TOTAL OUNCES OF BEER PER INDIVIDUAL PER VISIT; 16

(II) 6 TOTAL OUNCES OF WINE PER INDIVIDUAL PER VISIT; 17

(III) 1.5 TOTAL OUNCES OF LIQUOR PER INDIVIDUAL PER VISIT, 18
WHICH MAY BE MIXED WITH OTHER NONALCOHOLIC BEVERAGES; AND 19

(IV) FOR A COMBINATION OF BEER, WINE, AND LIQUOR , 6 20
OUNCES OF BEER AND WINE IN TOTAL AND 0.5 OUNCES OF LIQUOR. 21

(D) THE HOURS OF SALE OR TASTING FOR THE PERMIT ARE THE SAME AS 22
THOSE FOR THE UNDERLYING MANUFACTURER’S LICENSE. 23

(E) THE HOLDER MUST COMPLY WITH THE ALCOHOL AWARENESS TRAINING 24
REQUIREMENTS UNDER § 4–505 OF THIS ARTICLE, SUBJECT TO § 20–1903 OF THIS 25
TITLE. 26

(F) THE BOARD SHALL ADOPT REGULATIONS TO CARRY OUT THIS SECTION. 27

(G) THE ANNUAL PERMIT FEE IS $250. 28
