A BILL ENTITLED

AN ACT concerning 1

Workgroup to Study State Laws on Electric Bicycles – Establishment 2

FOR the purpose of establishing the Workgroup to Study State Laws on Electric Bicycles 3
to s tudy current State law s on electric bicycle s; and generally relating to the 4
Workgroup to Study State Laws on Electric Bicycles. 5

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6
That: 7

(a) There is a Workgroup to Study State Laws on Electric Bicycles. 8

(b) The Workgroup consists of the following members: 9

(1) one member of the Senate of Maryland, appointed by the President of 10
the Senate; 11

(2) one member of the House of Delegates, appointed by the Speaker of the 12
House; 13

(3) the Secretary of Transportation, or the Secretary’s designee; 14

(4) the Secretary of State Police, or the Secretary’s designee; 15

(5) the President of the Maryland Association of Counties, or the 16
President’s designee; 17

(6) the President of the Maryland Municipal League, or the President’s 18
designee; and 19

(7) the following members, appointed by the Governor: 20

(i) one representative of a rural law enforcement agency; 1

(ii) one representative of a suburban law enforcement agency; and 2

(iii) one representative of an urban law enforcement agency. 3

(c) The Workgroup shall elect a chair from among its members. 4

(d) The Department of Transportation shall provide staff for the Workgroup. 5

(e) A member of the Workgroup: 6

(1) may not receive compensation as a member of the Workgroup; but 7

(2) is entitled to reimbursement for expenses under the Standard State 8
Travel Regulations, as provided in the State budget. 9

(f) The Workgroup shall: 10

(1) review current State law regarding rules of the road for electric bicycles 11
and make recommendations for revisions to improve public safety and a ddress safety 12
concerns identified during the study; 13

(2) review information from academic studies and data comp iled by 14
governments on injury rates and general safety concerns of electric bicycle riders and, to 15
the extent they are impacted by the use of e lectric bicycles, other vehicle operators and 16
pedestrians; and 17

(3) consider the significance and role of other micro–mobility devices with 18
respect to public safety. 19

(g) On or before January 1, 2028 , the Workgroup shall report its findings and 20
recommendations to the Governor and , in accordance with § 2 –1257 of the State 21
Government Article, the General Assembly. 22

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 23
1, 2026. It shall remain effective for a peri od of 1 year and 6 months and, at the end of 24
January 1, 2028, this Act, with no further action required by the General Assembly, shall 25
be abrogated and of no further force and effect. 26
