A BILL ENTITLED

AN ACT concerning 1

Correctional Services – Maryland Correctional Enterprises – Report 2

FOR the purpose of requiring the Department of Public Safety and Correctional Services, 3
in collaboration with a n institution of higher education in the State , to prepare a 4
report on correctional industry programs in certain states and recommend ways to 5
improve Maryland Correctional Enterprises to achieve successful reentry outcomes; 6
and generally relating to Maryland Correctional Enterprises. 7

SECTION 1. BE IT ENACT ED BY THE GENERAL ASSEMBLY OF MARYLAND, 8
That: 9

(a) (1) The Department of Public Safety and Correction al Services, in 10
collaboration with a n institution of higher education in the State, shall provide a 11
comprehensive report on correctional industry programs in: 12

(i) Maine; 13

(ii) Ohio; 14

(iii) Kansas; and 15

(iv) California; and 16

(2) make recommendations regarding ways to improve Maryland 17
Correctional Enterprises to achieve successful reentry outcomes. 18

(b) (1) On or before December 1, 2026, the Department of Public Safety and 19
Correctional Services shall submit an interim report of its progress to the Governor and, in 20
accordance with § 2–1257 of the State Government Article, the General Assembly. 21

(2) On or bef ore December 1, 2027, the Department of Public Safety and 1
Correctional Services shall submit a final report of its findings and recommendations to the 2
Governor and, in accordance with § 2 –1257 of the State Government Article, the General 3
Assembly. 4

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 5
1, 2026. It shall remain effective for a period of 1 year and 6 months and, at the end of 6
December 31, 2027, this Act, with no further action required by the General Assembly, shall 7
be abrogated and of no further force and effect. 8
