FOR the purpose of altering the appointing authority and method of appointment of parole 3
commissioners; and generally relating to the Maryland Parole Commission. 4

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 10
That the Laws of Maryland read as follows: 11

(a) (1) The Commission consists of ten members. 14

(2) (I) [With the approval of the] THE Governor [and], WITH the advice 15
and consent of the Senate, [the Secretary] shall appoint the members of the Commission 16
FROM AMONG NOMINEES CHOSEN BY A PANEL CONSISTING OF: 17

POLICE TRAINING AND STANDARDS COMMISSION; 2

2. THE SECRETARY OF PUBLIC SAFETY AND 3
CORRECTIONAL SERVICES; 4

3. THE PUBLIC DEFENDER OF MARYLAND; 5

4. THE PRESIDENT OF THE MARYLAND STATE’S 6
ATTORNEYS’ ASSOCIATION; 7

5. THREE SERVICE PROVID ERS FROM THE FIELDS OF 8
MENTAL HEALTH, SUBSTANCE USE TREATM ENT, VOCATIONAL AND EDUCATIO NAL 9
TRAINING, OR COMMUNITY ORGANIZING, APPOINTED BY THE GOVERNOR; 10

6. THE STATE SUPERINTENDENT OF SCHOOLS; 11

7. 6. THE PRESIDENT OF THE NATIONAL ASSOCIATION OF 12
SOCIAL WORKERS – MARYLAND CHAPTER, OR THE PRESIDENT’S DESIGNEE; 13

8. 7. THREE MEMBERS OF THE GENERAL PUBLIC , 14
APPOINTED BY THE GOVERNOR; 15

9. 8. ONE PRISONERS’ RIGHTS ADVOCATE, APPOINTED BY 16
THE GOVERNOR; AND 17

10. 9. ONE VICTIMS’ RIGHTS ADVOCATE, APPOINTED BY THE 18
GOVERNOR. 19

(II) THE PANEL SHALL SUBMIT TO THE GOVERNOR THE NAMES 20
OF AT LEAST THREE QUALIFIED NOMINEES FOR EACH COMMISSIONER VACANCY TO 21
BE FILLED. 22

(III) THE GOVERNOR’S OFFICE OF CRIME PREVENTION AND 23
POLICY SHALL PROVIDE STAFFING FOR THE PANEL. 24

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 25
October 1, 2026. 26
