A BILL ENTITLED

AN ACT concerning 1

Cecil County – Orphans’ Court Judges – Compensation 2

FOR the purpose of increasing the salary of a judge of the Orphans’ Court for Cecil County 3
to be an amount determined by the County Council of Cecil County, but not less than 4
a certain minimum amount; establishing that the Chief Judge shall receive certain 5
additional compensation; specifying a certain annual allowance for travel expenses; 6
and generally relating to the Orphans’ Court for Cecil County. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13
That the Laws of Maryland read as follows: 14

Article – Estates and Trusts 15

2–108. 16

(i) (1) [Each] BEGINNING IN FISCAL YEAR 2027, EACH of the judges of the 17
Court for Cecil County shall receive an annual [compensation of: 18

(i) $5,500 for fiscal year 2015; 19

(ii) $6,500 for fiscal year 2016; 20

(iii) $7,500 for fiscal year 2017; and 21

(iv) $8,750 for fiscal year 2018 and each subsequent fiscal year ] 1
SALARY AS DETERMINED BY THE COUNTY COUNCIL, BUT NOT LESS THAN $11,000. 2

(2) BEGINNING IN FISCAL Y EAR 2027, THE CHIEF JUDGE SHALL 3
RECEIVE ADDITIONAL COMPENSATION AS DETERMINED BY THE COUNTY COUNCIL, 4
BUT NOT LESS THAN $1,500 ANNUALLY. 5

[(2)] (3) Each judge shall also receive an allowance for traveling expenses 6
[of] AS DETERMINED BY THE COUNTY COUNCIL, BUT NOT LESS THAN $1,500 annually, 7
to be paid quarterly by the county. 8

SECTION 2. AND BE IT FURTHER ENACTED, That, in accordance with Article 9
III, § 35 of the Maryland Constitution, this Act may not be construed to extend or apply to 10
the salary or compensation of the judges of the Orphans’ Court for Cecil County while 11
serving in a term of office beginning before the effective date of this Act, but the provisions 12
of this Act concerning the salary or compensation of the judges of the Orphans’ Court for 13
Cecil County shall take effect at the be ginning of the next following term of office. This 14
limitation does not apply to an individual appointed or elected after the effective date of 15
this Act to fill out an unexpired term. 16

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 17
1, 2026. 18
