Baltimore County – Alcoholic Beverages – Manufacturer’s Limited Beer, Wine, 2
and Liquor Permit 3

FOR the purpose of establishing a manufacturer’s limited beer, wine, and liquor permit in 4
Baltimore County; authorizing the Board of License Commi ssioners for Baltimore 5
County to issue the permit to holders of certain manufacturer’s licenses; requiring 6
the Board to adopt certain regulations; and generally relating to alcoholic beverages 7
in Baltimore County. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 24
That the Laws of Maryland read as follows: 25

(a) The following sections of Title 2, Subtitle 2 (“Manufacturer’s Licenses”) of 4
Division I of this article apply in the county without exception or variation: 5

(1) § 2–201 (“Issuance by Comptroller”); 6

(2) § 2–202 (“Class 1 distillery license”); 7

(3) § 2–203 (“Class 9 limited distillery license”); 8

(4) § 2–204 (“Class 2 rectifying license”); 9

(5) § 2–205 (“Class 3 winery license”); 10

(6) § 2–206 (“Class 4 limited winery license”); 11

(7) [§ 2–207 (“Class 5 brewery license”); 12

(8)] § 2–208 (“Class 6 pub–brewery license”); 13

[(9)] (8) § 2–209 (“Class 7 micro–brewery license”); 14

(b) Section 2–215 (“Beer sale on credit to retail dealer prohibited”) of Division I of 1
this article does not apply in the county. 2

(C) SECTION 2–207 (“CLASS 5 BREWERY LICENSE”) OF DIVISION I OF THIS 3
ARTICLE APPLIES IN THE COUNTY, SUBJECT TO § 13–403 OF THIS SUBTITLE. 4

(A) THERE IS A MANUFACTUR ER’S LIMITED BEER , WINE, AND LIQUOR 6
PERMIT. 7

(B) THE BOARD MAY ISSUE THE P ERMIT TO A HOLDER OF A 8
MANUFACTURER’S LICENSE WITH A LOCAL ON–SITE CONSUMPTION PERMIT UNDER 9
§ 2–207 OF THIS ARTICLE. 10

(C) (1) SUBJECT TO PARAGRAPH (2) OF THIS SUBSECTION, THE PERMIT 11
AUTHORIZES THE HOLDE R TO ALLOW A LICENSE D CATERER OR OTHER 12
CONTRACTED PARTY TO PROVIDE SEALED BEER, WINE, AND LIQUOR PRODUCTS NOT 13
MANUFACTURED BY THE PERMIT HOLDER DURING PRIVAT E EVENTS FOR 14
ON–PREMISES CONSUMPTION AT THE PREMISES DESCRIBED IN THE 15
MANUFACTURER’S LICENSE. 16

(2) THE PERMIT HOLDER MAY NOT BE AN AFFILIATE OF THE 17
LICENSED CATERER OR OTHER CONTRACTED PARTY. 18

(D) THE PERMIT HOLDER MAY NOT ALLOW PATRONS WHO ARE VISITING ANY 19
PART OF THE MANUFACTURER’S LICENSED PREMISES THAT IS OPEN TO THE PUBLIC 20
TO ENTER THE PRIVATE EVENT AREA WHILE THE PRIVATE EVENT IS BEING HELD. 21

(E) THE PERMIT HOLDER SHALL REQUEST APPROVAL FROM THE BOARD 22
BEFORE EACH EVENT. 23

(F) THE BOARD SHALL ADOPT REGULATIONS TO CARRY OUT THIS SECTION, 24
INCLUDING: 25

(1) CRITERIA FOR APPROVING EVENTS; AND 26

(2) SETTING THE ANNUAL PERMIT FEE. 27

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 28
1, 2026. 29
