SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 7
That the Laws of Maryland read as follows: 8

Article – Economic Development 9

(A) (1) THERE IS A MARYLAND ADVANCED MANUFACTURING GRANT 11
PROGRAM. 12

(2) THE SUBJECT TO SUBSECTION (F) OF THIS SECTION , THE 13
CORPORATION SHALL ADMINISTER THE PROGRAM. 14

(B) THE PURPOSE OF THE PROGRAM IS TO SUPPORT THE GROWTH OF 15
COMPANIES THAT SPECIALIZE IN REGENERATIVE MEDICINE AND OTHER ADVANCED 16
MANUFACTURING. 17

(C) THE CORPORATION, IN CONSUL TATION WITH THE MARYLAND STEM 18
CELL RESEARCH COMMISSION, SHALL ESTABLISH: 19

(1) ELIGIBILITY CRITERIA TO RECEIVE A GRANT U NDER THE 20
PROGRAM; 21

(2) GRANT APPLICATION PR OCEDURES AND EVALUAT ION CRITERIA; 22
AND 23

(3) GRANT AWARD PROCESSES AND AMOUNTS. 24

(D) GRANT RECIPIENTS MAY USE GRANT PROCEEDS ONLY FOR: 25

(1) THE ACQUISITION , RENOVATION, OR CONSTRUCTION OF S PACE 26
FOR REGENERATIVE MEDICINE OR OTHER ADVANCED MANUFACTURING; 27

(2) INFRASTRUCTURE IMPRO VEMENTS NECESSARY TO SUPPORT 28
REGENERATIVE MEDICINE OR OTHER ADVANCED MANUFACTURING; AND 29

(3) THE EQUIPMENT NECESS ARY FOR REGENERATIVE MEDICINE OR 1
OTHER ADVANCED MANUFACTURING. 2

(E) (1) IN THIS SUBSECTION, “FUND” MEANS THE MARYLAND ADVANCED 3
MANUFACTURING GRANT PROGRAM FUND. 4

(2) THERE IS A MARYLAND ADVANCED MANUFACTURING GRANT 5
PROGRAM FUND. 6

(3) THE PURPOSE OF THE FUND IS TO PROVIDE GRANTS UNDER THIS 7
SECTION. 8

(4) THE CORPORATION SHALL ADMINISTER THE FUND. 9

(5) (I) THE FUND IS A SPECIAL , NONLAPSING FUND THAT IS NOT 10
SUBJECT TO § 7–302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE. 11

(II) THE STATE TREASURER SHALL HOLD THE FUND 12
SEPARATELY, AND THE COMPTROLLER SHALL ACCOUNT FOR THE FUND. 13

(6) THE FUND CONSISTS OF: 14

(I) MONEY APPROPRIATED I N THE STATE BUDGET TO THE 15
FUND; 16

(II) INTEREST EARNINGS; AND 17

(III) ANY OTHER MONEY FROM ANY OTHER SOURCE ACC EPTED 18
FOR THE BENEFIT OF THE FUND. 19

(7) THE FUND MAY BE USED ONLY FOR: 20

(I) GRANTS UNDER THIS SECTION; AND 21

(II) THE COSTS INCURRED B Y THE CORPORATION TO 22
ADMINISTER THE PROGRAM. 23

(8) (I) THE STATE TREASURER SHALL INVEST THE MONEY OF THE 24
FUND IN THE SAME MANNER AS OTHER STATE MONEY MAY BE INVESTED. 25

(II) ANY INTEREST EARNINGS OF THE FUND SHALL BE 26
CREDITED TO THE FUND. 27

(9) EXPENDITURES FROM THE FUND MAY BE MADE ONLY IN 1
ACCORDANCE WITH THE STATE BUDGET. 2

(F) THE CORPORATION SHALL CONSULT WITH THE MARYLAND STEM CELL 3
RESEARCH COMMISSION ONLY ON IT EMS RELATED TO REGEN ERATIVE MEDICINE 4
UNDER THE PROGRAM, INCLUDING: 5

(1) ESTABLISHING CRITERI A OR PROCEDURES SPEC IFIC TO 6
REGENERATIVE MEDICINE UNDER THIS SECTION; AND 7

(2) ADOPTING REGULATIONS REGARDING REGENERATIVE MEDICINE 8
UNDER THIS SECTION. 9

(G) THE CORPORATION, IN CONSULTATION WITH THE MARYLAND STEM 10
CELL COMMISSION, MAY ADOPT REGULATION S NECESSARY TO CARRY OUT THIS 11
SECTION. 12

Article – State Finance and Procurement 13

6–226. 14

(a) (2) (i) This paragraph does not apply in fiscal years 2024 through 2028. 15

(ii) Notwithstanding any other provision of law, and unless 16
inconsistent with a federal law, grant agreement, or other federal requirement or with the 17
terms of a gift or settlement agreement, net interest on all State money allocated by the 18
State Treasurer under this section to special funds or accounts, and otherwise entitled to 19
receive interest earnings, as accounted for by the Comptroller, shall accrue to the General 20
Fund of the State. 21

(iii) The provisions of subparagraph (ii) of this paragraph do not 22
apply to the following funds: 23

212. the Department of Social and Economic Mobility Special 24
Fund; [and] 25

213. the Population Health Improvement Fund; AND 26

214. THE MARYLAND ADVANCED MANUFACTURING 27
GRANT PROGRAM FUND. 28

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 29
1, 2026. 30
