A BILL ENTITLED

AN ACT concerning 1

Workgroup on Seafood Marketing 2

FOR the purpose of requiring the Secretary of Agriculture and the Secretary of Natural 3
Resources jointly to convene a workgroup to examine challenges and opportunities 4
in the State related to seafood marketing; and generally relating to seafood 5
marketing. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 7
That: 8

(a) The Secretary of Agriculture and the Secretary of Natural Resources jointly 9
shall convene a workgroup to examine challenges and opportunities in the State related to 10
seafood marketing. 11

(b) The workgroup convened under this section shall include: 12

(1) two members of the Senate of Maryland, appointed by the President of 13
the Senate; 14

(2) two members of the House of Delegates, appointed by the Speaker of 15
the House; 16

(3) the Secretary of Agriculture, or the Secretary’s designee; 17

(4) the Secretary of Natural Resources, or the Secretary’s designee; and 18

(5) (i) representatives of the seafood industry, selected by the Secretary 19
of Agriculture and the Secretary of Natural Resources; and 20

(ii) any other stakeholder considered necessary by the Secretary of 21
Agriculture and the Secretary of Natural Resources. 22
2 SENATE BILL 916

(c) The Department of Agriculture and the Department of Natural Resources 1
jointly shall provide staff for the workgroup. 2

(d) On or before December 1, 2026, the Secretary of Agriculture and the Secretary 3
of Natural Resources jointly shall report the findings of the workgroup convened under this 4
section and any recommendations of the workgroup, including recommendations for 5
legislation, to the Governor and, in accordance with § 2 –1257 of the State Government 6
Article, the Senate Committee on Education, Energy, and the Environment and the House 7
Environment and Transportation Committee. 8

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 9
1, 2026. It shall remain effective for a period of 1 year and 1 month and, at the end of June 10
30, 2027, this Act, with no further acti on required by the General Assembly, shall be 11
abrogated and of no further force and effect. 12
