Economic Development – Charles County Waldorf Urban Redevelopment 2
Corridor Authority – Established 3
FOR the purpose of establishing the Waldorf Urban Redevelopment Corridor Authority in 4
Charles County; requiring the Authority to support and develop a certain 5
neighborhood revitalization plan in coordination with certain residents; authorizing 6
the Authority to modify certain boundaries, subject to a certain vote; requiring the 7
Authority to take certain actions regarding the finances of the Authority; exempting 8

AND A BALANCED ECONOMY IN CHARLES COUNTY; 11
(4) HELP TO RETAIN AND A TTRACT BUSINESS ACTIVITY AND 12
COMMERCE IN CHARLES COUNTY; AND 13
(5) PROMOTE THE HEALTH , PUBLIC SAFETY , RIGHT OF GAINFUL 14

(2) WITHOUT LIMITING ITS AUTHORITY TO OTHERWISE EXERCISE ITS 20
POWERS, THE AUTHORITY EXERCISES ITS POWERS TO ASSIST PRIVATE REAL ESTATE 21
ENTITIES AND NONPROF IT COMMUNITY DEVELOP MENT CORPORATIONS TO 22
DEVELOP AND REHABILI TATE HOUSING AND COM MERCIAL UNITS IN CHARLES 23
COUNTY AND SUPPORT LO CAL ECONOMIC DEVELOP MENT AGENCIES TO 24
CONTRIBUTE TO THE EX PANSION, MODERNIZATION, AND RETENTION OF EXI STING 25

OR NATIONAL BANK OR A FEDERALLY INSURED SAVINGS AND LOAN ASS OCIATION 7

DEPOSITORY TO RECEIVE SECURITIES THAT THE AUTHORITY OWNS OR ACQUIRES. 11

AUTHORITY IS EXEMPT F ROM TAXATION OR ASSE SSMENTS ON ANY PART OF A 14
DEVELOPMENT OR PROJE CT, THE AUTHORITY’S ACTIVITIES IN OPER ATING AND 15
MAINTAINING A DEVELO PMENT OR PROJECT , AND REVENUES FROM A 16
DEVELOPMENT OR PROJECT. 17
(B) ANY PROPERTY THAT IS SOLD OR LEASED BY TH E AUTHORITY TO A 18
PRIVATE ENTITY IS SU BJECT TO CHARLES COUNTY AND LOCAL REAL PROPERTY 19
TAXES FROM THE TIME OF SALE OR LEASE. 20
(C) THE AUTHORITY IS EXEMPT F ROM STATE AND LOCAL TRANS FER AND 21
RECORDATION TAX. 22
(D) THE AUTHORITY IS EXEMPT F ROM THE SALES AND US E TAX ON 23
CONSTRUCTION MATERIALS FOR A PROJECT IN THE TARGET AREA OF THE BUFFER 24

(A) IN THIS SECTION , “FUND” MEANS THE WALDORF URBAN 27
REDEVELOPMENT CORRIDOR AUTHORITY FUND. 28
(B) THERE IS A WALDORF URBAN REDEVELOPMENT CORRIDOR 29
AUTHORITY FUND. 30

(C) THE PURPOSE OF THE FUND IS TO PROVIDE FU NDS FOR THE 1
AUTHORITY TO USE FOR CONSULTING FEES , SALARIES, AND ADMINISTRATIVE 2
EXPENSES. 3
(D) THE AUTHORITY SHALL ADMINISTER THE FUND. 4
(E) (1) THE FUND IS A SPECIAL , NONLAPSING FUND THAT IS NOT 5
SUBJECT TO § 7–302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE. 6
(2) THE STATE TREASURER SHA LL HOLD THE FUND SEPARATELY , 7
AND THE COMPTROLLER SHALL ACCOUNT FOR THE FUND. 8
(F) THE FUND CONSISTS OF: 9
(1) MONEY APPROPRIATED IN THE STATE BUDGET TO THE FUND; 10
(2) INTEREST EARNINGS OF THE FUND; AND 11
(3) ANY OTHER MONEY FROM ANY OTHER SOURCE ACCEPTED FOR 12
THE BENEFIT OF THE FUND. 13
(G) THE FUND MAY BE USED ONLY FOR ADMINISTRATIVE PURPOSES AND TO 14
CARRY OUT THE FUNCTIONS OF THIS SUBTITLE. 15
(H) THE STATE TREASURER SHALL INVES T THE MONEY OF THE FUND IN 16
THE SAME MANNER AS OTHER STATE MONEY MAY BE INVESTED. 17
(I) EXPENDITURES FROM THE FUND MAY BE MADE ONLY IN ACCORDANCE 18
WITH THE STATE BUDGET. 19

(a) (2) (i) This paragraph does not apply in fiscal years 2024 through 2028. 22
(ii) Notwithstanding any oth er provision of law, and unless 23
inconsistent with a federal law, grant agreement, or other federal requirement or with the 24
terms of a gift or settlement agreement, net interest on all State money allocated by the 25
State Treasurer under this section to speci al funds or accounts, and otherwise entitled to 26
receive interest earnings, as accounted for by the Comptroller, shall accrue to the General 27
Fund of the State. 28

(2) THE WALDORF URBAN REDEVELOPMENT CORRIDOR 13
AUTHORITY ESTABLISHED UNDER TITLE 12, SUBTITLE 12 OF THE ECONOMIC 14
DEVELOPMENT ARTICLE IS SUBJECT TO TITLE 12, SUBTITLE 4 AND TITLE 14, 15
SUBTITLE 3 OF THIS ARTICLE. 16
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 17
October 1, 2026. 18
