AN ACT concerning 1
Maryland Transportation Authority – Video Tolls – Collection 2
FOR the purpose of authorizing the Maryland Transportation Authority to waive certain 3
tolls due or penalties assessed without recalling the debt from the Central Collection 4
Unit; and generally relating to collection of electronic tolls and penalties. 5
BY repealing and reenacting, without amendments, 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17
That the Laws of Maryland read as follows: 18
Article – Transportation 19

21–1414. 1
(a) (1) In this section the following words have the meanings indicated. 2
(2) “Authority” means the Maryland Transportation Authority. 3
(11) “Video toll” means the amount assessed by the Authority when a video 4
toll transaction occurs. 5
(h) (1) The Authority may refer a delinquent account for unpaid video tolls and 6
associated civil penalties to the Central Collection Unit for collection. 7
(2) The Authority may recall a d elinquent account from the Central 8
Collection Unit if: 9
(i) The delinquent account exceeds $300 in unpaid video tolls and 10
associated civil penalties; 11
(ii) The video tolls in question were assessed within a 30–day period; 12
or 13
(iii) Mitigating fact ors exist with respect to the assessment of the 14
unpaid video tolls and associated civil penalties, as determined by the Authority. 15
(3) (I) [Notwithstanding any other provision of law, until the Authority 16
refers the debt to the Central Collection Unit or after the Authority has recalled a 17
delinquent account from the Central Collection Unit, the ] THE Authority may waive any 18
portion of the video toll due or civil penalty assessed ON A DELINQUENT ACCOUNT under 19
this section. 20
(II) IF THE AUTHORITY WAIVES ANY PORTION OF THE V IDEO 21
TOLL DUE OR CIVIL PENALTY ASSESSED: 22
1. THE AUTHORITY SHALL NOTIF Y THE CENTRAL 23
COLLECTION UNIT OF THE AMOUNT OF THE REVISED DEBT; AND 24
2. THE CENTRAL COLLECTION UNIT SHALL REDUCE 25
THE FEE ASSESSED UNDER § 3–304(A) OF THE STATE FINANCE AND PROCUREMENT 26
ARTICLE BASED ON THE AMOUNT OF THE REVISED DEBT. 27
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 28
October 1, 2026. 29
