AN ACT concerning 1

Alcoholic Beverages – Class L Beer, Wine, and Liquor License – Established 2

FOR the purpose of establishing a Class L beer, wine, and liquor license; authorizing a local 3
licensing board to issue the license to a holder of a manufacturer’s license; specifying 4
that the license authorizes the license holder to sell or provide samples of certain 5
beer, wine, and liquor for on –premises consumption under certain circumstances; 6
and generally relating to alcoholic beverages licenses. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13
That the Laws of Maryland read as follows: 14

Article – Alcoholic Beverages and Cannabis 15

2–220. 16

(A) THERE IS A CLASS L BEER, WINE, AND LIQUOR LICENSE. 17

(B) A LOCAL LICENSING BOARD MAY ISSUE THE LICENS E TO THE HOLDER 18
OF A MANUFACTURER’S LICENSE. 19

(C) THE LICENSE AUTHORIZE S THE LICENSE HOLDER , FOR ON–PREMISES 20
CONSUMPTION, TO: 21

2 SENATE BILL 958

(1) SELL BEER, WINE, AND LIQUOR PRODUCED BY THE HOLDER OR 1
ANOTHER HOLDER OF A MANUFACTURER’S LICENSE; AND 2

(2) PROVIDE A SAMPLE OF THE BEER , WINE, OR LIQUOR THAT IS 3
AUTHORIZED UNDER ITEM (1) OF THIS SUBSECTION AT NO COST. 4

(D) THE HOURS OF SALE FOR A CLASS L BEER, WINE, AND LIQUOR LICENSE 5
ARE THE SAME AS THOSE FOR THE UNDERLYING MANUFACTURER’S LICENSE. 6

(E) THE ANNUAL LICENSE FEE IS $250. 7

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 8
1, 2026. 9
