Bill H.3488

(a) The commissioner of the department of energy resources, as established in chapter 25A of the General Laws, shall conduct an analysis of regulations promulgated or proposed by the department pursuant to chapter 8 of the acts of 2021. The analysis shall include: (i) an assessment of the increased cost burden of compliance with each regulatory provision as compared to the costs in the absence of each provision; (ii) the aggregate cost burden of compliance with all regulatory provisions on housing affordability; and (iii) identifying incentives, subsidies and other programs that could offset increased costs of compliance with the department’s regulations and cause any proposed regulations to, at a minimum, be net neutral to the cost of housing production.

(b) The commissioner of the department of energy resources shall file a report on the analysis with the house and senate chairs of the joint committee on telecommunications, utilities and energy and with the chairs of the house and senate committees on ways and means not later than December 31, 2026.
