Notwithstanding any general or special law to the contrary, the Massachusetts Division of Fisheries and Wildlife shall not prohibit or exclude any beach management program from utilizing all legally authorized shorebird nesting mitigation tools available under the Massachusetts Habitat Conservation Plan.
