SENATE SUBSTITUTE FOR
HOUSE BILL NO. 4062
A bill to amend 1978 PA 472, entitled
"An act to regulate political activity; to regulate lobbyists,
lobbyist agents, and lobbying activities; to require registration
of lobbyists and lobbyist agents; to require the filing of reports;
to prescribe the powers and duties of the department of state; to
prescribe penalties; and to repeal certain acts and parts of acts,"
by amending section 6a (MCL 4.416a), as added by 1994 PA 383.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 6a. (1) A member of the Michigan senate or house of 1
representatives who resigns from office before January 1, 2027 2
shall not make expenditures for or receive compensation or 3
reimbursement for actual expenses for lobbying for the remainder of 4
the term of office from which the person resigned. 5
(2) For 2 years after leaving or resigning from office, a 6

former member of the Michigan senate or house of representatives 1
shall not make expenditures for or receive compensation or 2
reimbursement for actual expenses for lobbying that equal or exceed 3
the limit established to require registration as a lobbyist agent. 4
This subsection applies to a member whose term of office begins on 5
or after January 1, 2027. 6
(3) (2) A person An individual who violates this section is 7
guilty of a misdemeanor punishable by a fine of not more than 8
$1,000.00 or by imprisonment for not more than 90 days or a fine of 9
not more than $1,000.00, or both. 10
(4) Nothing in this section prevents a former member of the 11
Michigan senate or house of representatives from taking a new 12
position within state government or running for an elected office. 13
