SENATE SUBSTITUTE FOR
HOUSE BILL NO. 4063
A bill to amend 1978 PA 472, entitled
"An act to regulate political activity; to regulate lobbyists,
lobbyist agents, and lobbying activities; to require registration
of lobbyists and lobbyist agents; to require the filing of reports;
to prescribe the powers and duties of the department of state; to
prescribe penalties; and to repeal certain acts and parts of acts,"
(MCL 4.411 to 4.431) by adding section 6d.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 6d. (1) For 2 years after leaving office, a former 1
governor, former lieutenant governor, or former head of a principal 2
department of the executive branch of state government shall not 3
make expenditures for or receive compensation or reimbursement for 4
actual expenses for lobbying that equal or exceed the limit 5
established to require registration as a lobbyist agent. This 6

subsection applies to a governor, lieutenant governor, or head of a 1
principal department whose term of office begins on or after 2
January 1, 2027. 3
(2) An individual who violates subsection (1) is guilty of a 4
misdemeanor punishable by imprisonment for not more than 90 days or 5
a fine of not more than $1,000.00, or both. 6
(3) Nothing in this section prevents a former governor, former 7
lieutenant governor, or former head of a principal department of 8
the executive branch of state government from taking a new position 9
within state government or running for an elected office. 10
