SUBSTITUTE FOR
HOUSE BILL NO. 5081
A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1253.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1253. (1) By not later than January 1, 2027, the board of 1
a school district or intermediate school district or board of 2
directors of a public school academy shall ensure that the board or 3
board of directors employs at least 1 teacher who is tasked with 4
assisting pupils with dyslexia and has received not less than 30 5
hours of training in Orton-Gillingham approach principles. The 6
training described in this subsection must meet standards put forth 7
by the International Dyslexia Association. 8
(2) In addition to the 30 hours of training received under 9

subsection (1), the board of a school district or intermediate 1
school district or board of directors of a public school academy 2
shall ensure that a teacher described in this section receives not 3
less than 10 hours of professional learning per year on assisting 4
pupils with dyslexia. 5
(3) As used in this section, "Orton-Gillingham approach 6
principles" means a teaching approach for pupils with reading 7
difficulties that does all of the following: 8
(a) Incorporates phonemic awareness, phonics, vocabulary, 9
fluency, and comprehension into daily lessons. 10
(b) Teaches reading using a proven, multisensory approach. 11
(c) Breaks reading and spelling down into smaller skills 12
involving letters and sounds, and then builds on those skills over 13
time. 14
(d) Uses multisensory teaching strategies to teach reading by 15
using sight, hearing, touch, and movement to help pupils connect 16
and learn the concepts that are being taught. 17
