SUBSTITUTE FOR
HOUSE BILL NO. 5498
A bill to require certain agencies to designate certain
employees to certain positions to manage the issuance of permits.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. As used in this act: 1
(a) "Agency" means a department of this state. 2
(b) "Permit" means any agency permit, license, certificate, 3
approval, registration, or similar form of permission required by 4
law or agency rule. 5
Sec. 3. (1) If an agency issues permits under state law or 6
rule, the agency must do both of the following: 7
(a) Separate the permits into subject areas based on the 8
industry that the permits regulate. 9
(b) For each subject area, assign an employee to manage the 10

issuance of permits for that subject area. 1
(2) The subject area that the agency assigns to an employee 2
under subsection (1) is the employee's primary subject area. 3
However, an employee may assist another employee in issuing 4
permits for a subject area that is not the employee's primary 5
subject area. 6
(3) An agency shall not hire any additional full-time 7
equivalent employees to manage the issuance of permits or assist in 8
the issuance of permits. 9
