SUBSTITUTE FOR
HOUSE BILL NO. 5506
A bill to amend 1978 PA 472, entitled
"An act to regulate political activity; to regulate lobbyists,
lobbyist agents, and lobbying activities; to require registration
of lobbyists and lobbyist agents; to require the filing of reports;
to prescribe the powers and duties of the department of state; to
prescribe penalties; and to repeal certain acts and parts of acts,"
(MCL 4.411 to 4.431) by adding section 6b.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 6b. (1) A county official shall not engage in lobbying 1
for compensation outside of the course or scope of the county 2
official's office. 3
(2) A county official who violates subsection (1) is guilty of 4
a misdemeanor punishable by imprisonment for not more than 90 days, 5
a fine of not more than $1,000.00, or both. 6

(3) As used in this section: 1
(a) "County official" means an individual who is elected as a 2
county official or appointed to an elected position as a county 3
official. 4
(b) "Lobbying" means communicating directly with an official 5
of a local government for the purpose of influencing an action of 6
that local government. 7
