SUBSTITUTE FOR
HOUSE BILL NO. 5551
A bill to amend 2016 PA 407, entitled
"Skilled trades regulation act,"
by amending section 1107 (MCL 339.6107).
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1107. (1) A person shall not engage in or work at the 1
business of a plumbing contractor, master plumber, journey plumber, 2
or apprentice plumber unless that person is licensed or registered 3
under this article. Except as provided in subsections (2) and (3), 4
only a licensed master or journey plumber shall perform plumbing. A 5
licensed master plumber shall be is in charge and responsible for 6
proper installation and conformance with the state construction 7
code. Plumbing shall must not be performed unless the plumbing 8
contractor who is responsible has obtained a permit from the this 9

state or a governmental subdivision authorized to issue permits. 1
(2) A license under this article is not required to perform 2
any of the following work: 3
(a) Minor repair work. 4
(b) The installation of a building sewer or water service 5
pipe, if a permit is secured from the responsible enforcing agency 6
and inspections are performed. The installations shall must comply 7
with the applicable parts of the state construction code. 8
(c) The installation of domestic water treatment and filtering 9
equipment that requires modification to an existing cold water 10
distribution supply and associated waste piping in buildings if a 11
permit is secured, required inspections performed, and the 12
installation complies with the applicable parts of the state 13
construction code. If the enforcing agency determines a violation 14
exists, the responsible installer must correct it.the violation. 15
(d) The installation by a homeowner of his or her the 16
homeowner's own plumbing, building sewer, or private sewer in his 17
or her the homeowner's single-family dwelling if a permit is 18
secured. 19
(e) The installation of medical gas piping, if the 20
installation is performed under the supervision of a licensed 21
plumbing contractor. 22
(f) The testing of a backflow preventer if the individual who 23
performs the testing holds an active ASSE 5110 certification as a 24
backflow prevention assembly tester. 25
(g) The testing of a backflow prevention assembly on an 26
automatic fire suppression system. 27
(3) This article does not prevent a person from performing any 28
activities within the scope of licensure or registration under any 29
