SENATE SUBSTITUTE FOR
HOUSE BILL NO. 5570
A bill to amend 1972 PA 230, entitled
"Stille-DeRossett-Hale single state construction code act,"
(MCL 125.1501 to 125.1531) by adding section 4j.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 4j. Subject to section 4k, a multiple-family dwelling 1
that has not more than 4 levels above grade plane may have a single 2
interior exit stairway if all of the following conditions are met: 3
(a) The dwelling has not more than 4 units on each level. 4
(b) The net floor area of each level of the dwelling is not 5
more than 4,000 square feet. 6
(c) The exit access travel distance is not more than 125 feet 7
measured from the most remote point within a level of the dwelling 8
along the natural and unobstructed path of egress travel. 9

(d) Openings to the interior exit stairway enclosure are 1
limited to all of the following openings: 2
(i) Openings required for exit access into the enclosure from 3
normally occupied spaces. 4
(ii) Openings required for egress from the enclosure. 5
(iii) Openings to the exterior. 6
(e) An elevator does not open into the interior exit stairway 7
enclosure. 8
(f) The dwelling has a manual fire alarm system and an 9
automatic smoke detection system that activates an occupant 10
notification system. The manual fire alarm system, automatic smoke 11
detection system, and occupant notification system all must be 12
installed in accordance with the building code. 13
(g) Smoke detectors are located in common spaces outside of 14
the dwelling units, including, but not limited to, all of the 15
following areas: 16
(i) Gathering areas. 17
(ii) Laundry rooms. 18
(iii) Mechanical equipment rooms. 19
(iv) Storage rooms. 20
(v) Interior corridors. 21
(vi) Interior exit stairways. 22
(vii) Exit passageways. 23
(h) Regardless of the stairway construction type in the 24
dwelling, automatic sprinkler locations in the interior exit 25
stairway comply with the requirements for combustible stairways 26
under the "Standard for the Installation of Sprinkler Systems", as 27
adopted by the director as part of the code, developed by the 28
National Fire Protection Association. If a standard described in 29

this subdivision is revised after the effective date of the 1
amendatory act that added this section, the department shall take 2
notice of the revision and the department shall promulgate rules to 3
incorporate the revision by reference. 4
(i) An electrical receptacle is not located in an interior 5
exit stairway. 6
(j) The interior exit stairway is not less than 48 inches 7
wide. 8
Enacting section 1. This amendatory act does not take effect 9
unless Senate Bill No. ____ (request no. S04884'25) or House Bill 10
No. 5571 of the 103rd Legislature is enacted into law. 11
