SUBSTITUTE FOR
HOUSE BILL NO. 5682
A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
(MCL 324.101 to 324.90106) by adding section 43530.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 43530. (1) The department may contract with a sportsmen's 1
organization to annually auction to the highest bidders up to 5 2
director's hunt licenses. Any individual may bid on a license under 3
this subsection. 4
(2) Any sportsmen's organization authorized by the department 5
to auction a license under subsection (1) may retain up to 7.5% of 6
the money raised by the auction at a rate determined by the 7
department. The remainder of the money received from the auction 8
under subsection (1) must be deposited with the state treasurer to 9

the credit of the game and fish protection account. 1
(3) The department or commission, as appropriate, shall issue 2
any orders necessary to implement this section under section 40107 3
or 40113a. 4
(4) As used in this section: 5
(a) "Director's hunt license" includes all of the following: 6
(i) An elk hunting license. 7
(ii) A bear hunting license. 8
(iii) A spring and fall turkey hunting license. 9
(iv) An antlerless deer hunting license. 10
(v) The first pick at a managed waterfowl hunt area. 11
(b) "Sportsmen's organization" means a nonprofit organization 12
that is exempt from taxation under section 501(c)(3) or (4) of the 13
internal revenue code, 26 USC 501, regardless of whether the 14
organization is a chapter of or affiliated with a state or national 15
organization, that is organized for the purpose of conservation of 16
natural resources and the preservation or advancement of hunting, 17
fishing, or outdoor recreation. 18
