HOUSE BILL NO. 5820
A bill to amend 1976 PA 451, entitled
"The revised school code,"
by amending section 1531e (MCL 380.1531e), as added by 2024 PA 147.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1531e. (1) In addition to the requirements under sections 1
1538a and 1531i, as applicable, and subject to subsection (2), the 2
department shall not, beginning September 30, 2027, approve a 3
teacher preparation program or an alternative teaching program and 4
shall revoke, by September 30, 2027, shall revoke the approval of a 5
teacher preparation program or an alternative teaching program 6
unless the teacher preparation program or alternative teaching 7
April 16, 2026, Introduced by Reps. Greene, Kelly, Bierlein, Harris, Meerman and Aragona and
referred to Committee on Education and Workforce.

program offers instruction regarding all of the following: 1
(a) The characteristics of dyslexia and underlying factors 2
that place pupils at risk for difficulties in learning to decode 3
accurately and efficiently. 4
(b) The secondary consequences of dyslexia, such as problems 5
in reading comprehension and a reduced reading experience that can 6
impede the growth of vocabulary and background knowledge and that 7
can lead to social, emotional, and behavioral difficulties. 8
(c) Instructional adjustments for pupils with dyslexia and 9
instructional adjustments for addressing underlying factors that 10
place pupils at risk for difficulties in learning to decode 11
accurately and efficiently. 12
(d) Methods for developing schoolwide and classroom 13
infrastructure that meet the collective and individual needs of 14
pupils using a multi-tiered system of support (MTSS). 15
(2) (e) For Beginning July 1, 2026, a teacher preparation 16
program or an alternative teaching program that prepares 17
individuals for certification or endorsements that involve reading 18
instruction, language arts, or special education, as appropriate, 19
or for school psychologist licensure, in addition to the 20
requirements in subdivisions (a) to (d), both subsection (1), must 21
offer instruction regarding both of the following: 22
(a) (i) Evidence-based instructional methods and features of 23
evidence-based interventions that are grounded in the science of 24
reading and principles of structured literacy that are designed for 25
pupils with characteristics of dyslexia and pupils at risk for 26
difficulties in learning to decode accurately and efficiently. 27
(b) (ii) Evidence-based instructional methods and features of 28
evidence-based interventions that are grounded in the science of 29

reading and principles of structured literacy that are designed to 1
effectively meet the needs of most pupils. 2
(3) (2) If a teacher preparation program or alternative 3
teaching program does not prepare individuals for certification or 4
endorsements that involve reading instruction, language arts, or 5
special education, or for school psychologist licensure, as 6
described in subsection (2), the department may issue a waiver for 7
1 or more of the requirements in subsection (1)(a) to (d). (1). A 8
waiver issued by the department under this subsection must be 9
reviewed at least every 2 years to ensure the waiver is still 10
appropriate and aligned with the department's goals for teacher 11
preparation. 12
(4) (3) As used in this section, "dyslexia", "evidence-based", 13
"multi-tiered system of support (MTSS)", "science of reading", and 14
"structured literacy" mean those terms as defined in section 1280f. 15
