HOUSE BILL NO. 6032

A bill to amend 1939 PA 280, entitled
"The social welfare act,"
(MCL 400.1 to 400.119b) by adding section 109v.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 109v. (1) This state shall not implement policy that is 1
contradictory or interferes with the implementation of federal 2
definitions or requirements for a certified community behavioral 3
health clinic. 4
(2) This state shall develop a process of determination for 5
June 02, 2026, Introduced by Reps. Rheingans, MacDonell, Morgan, Foreman, Miller, Paiz,
McFall, Arbit, Byrnes and Young and referred to Committee on Appropriations.

additional certified community behavioral health clinic sites 1
within specific geographic regions that must comply with federal 2
community behavioral health clinic requirements, to address service 3
area overlap. 4
(3) This state must continue to participate with the federal 5
government to implement certified community behavioral health 6
clinics. To opt out of participation, there must be a vote of the 7
legislature. If the legislature votes to opt out of participation, 8
the department has 12 months after the date of the vote to 9
discontinue the operation of certified community behavioral health 10
clinics under this section. 11
Enacting section 1. This amendatory act does not take effect 12
unless Senate Bill No. ____ (request no. S06062'26) or House Bill 13
No. 6031 (request no. H06062'26) of the 103rd Legislature is 14
enacted into law. 15
