HOUSE BILL NO. 6075

A bill to amend 1984 PA 431, entitled
"The management and budget act,"
by amending section 367b (MCL 18.1367b), as amended by 2020 PA 157.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 367b. (1) A revenue estimating conference shall must be 1
held in the second week of January and in the third week in May of 2
each year, and as otherwise provided in this act. 3
(2) The principals of the conference are the state budget 4
director or the state treasurer, the director of the senate fiscal 5
June 10, 2026, Introduced by Reps. Weiss, Koleszar, Price, Morgan, Longjohn, Wilson, Wegela
and Myers-Phillips and referred to Committee on Appropriations.

agency, and the director of the house fiscal agency, or their 1
respective designees. 2
(3) The conference shall establish an official economic 3
forecast of major variables of the national and state economies. 4
The conference shall also establish a forecast of anticipated state 5
revenues as the conference determines including the following: 6
(a) State income tax collections. 7
(b) State sales tax collections. 8
(c) Corporate income tax collections. 9
(d) Michigan business tax collections. 10
(e) Total general fund/general purpose revenues. 11
(f) Lottery transfers to the school aid fund. 12
(g) Total school aid fund revenues. 13
(h) Annual percentage growth in the target foundation 14
allowance provided for in the state school aid act of 1979, 1979 PA 15
94, MCL 388.1601 to 388.1897l. 388.1896. In establishing this 16
forecast in January and May of 2020, the conference shall take into 17
account the change in terminology from "basic foundation allowance" 18
to "target foundation allowance" that occurred in the amendments 19
made to section 20 of the state school aid act of 1979, 1979 PA 94, 20
MCL 388.1620, for the 2019-2020 fiscal year. 21
(i) Compliance with the state revenue limit established by 22
section 26 of article IX of the state constitution of 1963. 23
(j) Pay-ins or maximum allowable pay-outs under the 24
countercyclical budget and economic stabilization fund. 25
(4) In addition to the annual percentage growth in the target 26
foundation allowance determined under subsection (3)(h), the 27
conference shall determine an adequate foundation allowance, an 28
adequate foundation allowance projection, and a forecast for public 29

school students with additional needs as follows: 1
(a) The adequate foundation allowance is equal to the sum of 2
$9,590.00 and the product of $9,590.00 and the percentage change to 3
the Detroit Consumer Price Index between 2018 and the most recent 4
year the index is available, provided that it is not greater than 5
the most recent fiscal year. 6
(b) The adequate foundation allowance projection must be 7
calculated using the formula described in subdivision (a) for the 8
fiscal year in which the conference is held and the next 2 ensuing 9
fiscal years. For this calculation, the revenue estimating 10
conference may use the Detroit Consumer Price Index as reported by 11
the revenue estimating conference. 12
(c) The forecast for students with additional needs, including 13
the number of economically disadvantaged pupils, English learners 14
or bilingual education students, students with disabilities, and 15
children participating in great start readiness programs, must be 16
made for the fiscal year in which the conference is held and the 17
next 2 ensuing fiscal years. 18
(5) (4) The conference shall determine its official forecast 19
of economic and revenue variables by consensus among the 20
principals. 21
(6) (5) The conference shall make forecasts under this section 22
for the fiscal year in which the conference is being held and the 23
next 2 ensuing fiscal years. The conference shall also forecast 24
general fund/general purpose revenue trend line projections and 25
school aid fund revenue trend line projections for the next 2 26
ensuing fiscal years. 27
(7) (6) The May revenue estimating conference shall establish 28
expenditure forecasts for Medicaid expenditures and for human 29

services caseloads and expenditures for the fiscal year in which 1
the conference is being held and the next 2 ensuing fiscal years. 2
(8) (7) The conference shall make official conference 3
forecasts of revenues and expenditures based upon on the assumption 4
that the current law and current administrative procedures will 5
remain in effect for the forecast period. 6
(9) As used in this section: 7
(a) "Detroit Consumer Price Index" means the Consumer Price 8
Index for all urban consumers in the Detroit-Warren-Dearborn area 9
as reported by the United States Bureau of Labor Statistics. 10
(b) "Great start readiness program" means a program described 11
in section 32d of the state school aid act of 1979, 1979 PA 94, MCL 12
388.1632d. 13
