HOUSE BILL NO. 6157

A bill to prohibit government entities from disclosing
personal information in bulk to federal immigration authorities in
certain circumstances; to provide for the powers and duties of
certain state and local governmental officers and entities; and to
provide remedies.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act may be cited as the "shielding information 1
for lawful and ethical disclosure act". 2
Sec. 3. As used in this act: 3
(a) "Disclose personal information in bulk" or "disclosure of 4
July 03, 2026, Introduced by Reps. Miller, B. Carter, McKinney, Wooden, Paiz, Rheingans,
Myers-Phillips and Herzberg and referred to Committee on Government Operations.

personal information in bulk" means the transferring or sharing of 1
personal information that relates to multiple individuals without 2
individualized review of the personal information or specific legal 3
authorization. 4
(b) "Federal immigration authority" means a federal 5
immigration officer. 6
(c) "Government entity" means any state, county, or municipal 7
department, bureau, division, section, board, commission, trustee, 8
authority, or officer, created by the state constitution of 1963, 9
statute, or agency action. 10
(d) "Personal information" means information that identifies, 11
relates to, describes, or could reasonably be linked to an 12
individual, including, but not limited to, the individual's name, 13
address, contact information, or identification numbers, or other 14
data elements that can be used to identify a specific individual. 15
Sec. 5. A government entity shall not disclose personal 16
information in bulk to a federal immigration authority unless 1 of 17
the following conditions is met: 18
(a) The federal immigration authority presents a warrant, 19
subpoena, or court order, issued by a court of competent 20
jurisdiction, for the disclosure of personal information in bulk. 21
(b) The disclosure of personal information in bulk is for a 22
law enforcement purpose authorized by law. 23
(c) The disclosure of personal information in bulk is 24
immediately necessary to secure the health and safety of an 25
individual or the general public. 26
Sec. 7. (1) The attorney general may bring an action for 27
injunctive relief or a declaratory judgment to enforce this act. 28
(2) This act does not create a private cause of action against 29
