HOUSE BILL NO. 6165

A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
(MCL 257.1 to 257.923) by adding sections 32 and 662b.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 32. "Micromobility device" means a device with 1 or more 1
wheels designed to carry 1 operator and that is propelled by fuel, 2
a battery, or other engine, or by the combination of a propulsion 3
method and the operator. A micromobility device is not a bicycle, 4
electric bicycle, or moped. 5
Sec. 662b. (1) Beginning 12 months after the effective date of 6
July 03, 2026, Introduced by Reps. Skaggs, Rheingans and Arbit and referred to Committee on
Transportation and Infrastructure.

the amendatory act that added this section, a manufacturer or 1
distributor of micromobility devices that are offered for sale or 2
distribution in this state shall permanently affix in a prominent 3
location on the micromobility device a label that contains the top 4
speed and motor wattage of the micromobility device. The label 5
required under this subsection shall be printed in arial font and 6
must be at least 9-point type. 7
(2) A person shall not tamper with or modify a micromobility 8
device so as to change the manufactured motor-powered speed 9
capability or motor engagement of the micromobility device without 10
replacing the label required under subsection (1) with an 11
appropriate label printed in arial font and in at least 9-point 12
type. 13
(3) As used in this section, "micromobility device" means that 14
term as defined in section 32. 15
Enacting section 1. This amendatory act does not take effect 16
unless Senate Bill No. ____ (request no. S05384'25) or House Bill 17
No. 6166 (request no. H05384'25) of the 103rd Legislature is 18
enacted into law. 19
