SENATE BILL NO. 1015
A bill to create the office of community violence intervention
and prevention services; to prescribe the powers and duties of the
office; and to prescribe the powers and duties of certain state
officers and entities.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act may be cited as the "office of community 1
violence intervention and prevention services act". 2
Sec. 3. As used in this act: 3
(a) "Department" means the department of health and human 4
services. 5

(b) "Eligible local unit of government" means that term as 1
defined in the community violence intervention and prevention act. 2
(c) "Fund" means the fund as that term is defined in the 3
community violence intervention and prevention act. 4
(d) "Grant program" means the program as that term is defined 5
in the community violence intervention and prevention act. 6
(e) "Office of community violence intervention and prevention 7
services" or "office" means the office of community violence 8
intervention and prevention services created in section 5. 9
Sec. 5. The office of community violence intervention and 10
prevention services is created within the department. 11
Sec. 7. The department shall establish procedures for the 12
office for budgeting, expending money, and employing personnel 13
according to the management and budget act, 1984 PA 431, MCL 14
18.1101 to 18.1594. 15
Sec. 9. The office may, upon appropriation, award grants to 16
carry out the purposes of this act and as otherwise provided by 17
law. 18
Sec. 11. The office shall do all of the following: 19
(a) Administer the fund and the grant program. 20
(b) Maintain data on community violence trends in this state. 21
(c) Provide technical assistance to community-based nonprofit 22
organizations that serve the residents in an eligible local unit of 23
government. 24
(d) Establish measurable statewide goals for reducing and 25
preventing shootings, aggravated assaults, and homicides. 26
(e) Publish annual guidance and standardized reporting 27
requirements for recipients of grants under the grant program. 28
(f) Serve as the coordinating entity for all community 29

violence intervention and prevention initiatives in this state. 1
(g) Develop and publish best practices for community violence 2
intervention and prevention programs, including, but not limited 3
to, programs involving youth. 4
Enacting section 1. This act does not take effect unless 5
Senate Bill No. 1016 of the 103rd Legislature is enacted into law. 6
