SENATE BILL NO. 1016

A bill to create the community violence intervention and
prevention grant program; to create the community violence
intervention and prevention fund and provide for the administration
and distribution of the fund; to provide for the powers and duties
of certain state and local governmental officers and entities; and
to require the promulgation of rules.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act may be cited as the "community violence 1
intervention and prevention act". 2
Sec. 3. As used in this act: 3
June 03, 2026, Introduced by Senators ANTHONY, MCMORROW, SHINK, BAYER,
CAVANAGH, CAMILLERI, CHANG, POLEHANKI, MOSS, WOJNO, IRWIN, CHERRY
and DAMOOSE and referred to Committee on Civil Rights, Judiciary, and Public Safety.

(a) "Community violence" means life-threatening interpersonal 1
violence committed outside the context of a familial or romantic 2
relationship, including, but not limited to, nonfatal firearm 3
injury, aggravated assault, and homicide. Community violence does 4
not include an act of violence motivated by a political belief. 5
(b) "Eligible local unit of government" means a county, 6
township, city, or village that meets both of the following: 7
(i) Has experienced 35 or more homicides in the last 2 out of 3 8
years or has experienced 20 or more homicides with a homicide rate 9
that is not less than double the national average homicide rate in 10
the last 2 out of 3 years. 11
(ii) Has a compelling need to address community violence, as 12
determined by using the framework in the United States Centers for 13
Disease Control and Prevention's "A Public Health Approach to 14
Community Violence Prevention". 15
(c) "Fund" means the community violence intervention and 16
prevention fund created under section 7. 17
(d) "Office" means the office of community violence 18
intervention and prevention services created in the office of 19
community violence intervention and prevention services act. 20
(e) "Program" means the community violence intervention and 21
prevention grant program created under section 5. 22
Sec. 5. (1) The office shall create the community violence 23
intervention and prevention grant program to award grants to either 24
of the following entities to support, enhance, and replicate 25
coordinated intervention to address and prevent community violence: 26
(a) A community-based nonprofit organization that serves the 27
residents in an eligible local unit of government and has a history 28
of providing community-related activities or support program 29

innovation in communities with crime statistics at or above the 1
national average. 2
(b) Subject to subsection (2), an eligible local unit of 3
government. 4
(2) The office shall not disburse more than 15% of the money 5
in the fund to 1 or more eligible local units of government. 6
(3) An entity that is awarded a grant under subsection (1) 7
shall use the grant to implement coordinated community violence 8
intervention and prevention initiatives through coordinated, 9
community-based strategies that meet all of the following: 10
(a) Are evidence-informed and have demonstrated promise at 11
reducing community violence without contributing to mass 12
incarceration. 13
(b) Utilize trauma-responsive care and interrupt cycles of 14
violence. 15
(c) Expand economic opportunity through new jobs, educational 16
opportunities, or training programs. 17
(d) Are primarily focused on individuals at risk of being 18
victimized by, or engaging in, community violence. 19
(4) An eligible local unit of government that receives a grant 20
under subsection (1) shall distribute not less than 75% of the 21
grant to a community-based or nonprofit organization or to a 22
department of the eligible local unit of government that is not a 23
law enforcement agency and that is primarily dedicated to the 24
prevention of violence or to community safety. 25
(5) An application for a grant under subsection (1) must 26
include all of the following: 27
(a) How the grant will be used to implement a coordinated 28
community violence intervention or prevention initiative. 29

(b) How the grant will be used to promote or improve 1
coordination between relevant agencies and community organizations 2
in order to minimize duplication of services, complement other 3
community violence intervention or prevention efforts, and achieve 4
maximum impact. 5
(c) Evidence that indicates the proposed community violence 6
intervention or prevention initiative would likely reduce community 7
violence or address the trauma and collateral consequences for 8
individuals at high risk of being victimized by, or engaging in, 9
community violence. 10
(d) How the applicant plans to ensure the community violence 11
intervention or prevention initiative is implemented in a manner 12
that is evidence-informed and coordinated with the programs and 13
activities of other entities addressing community violence. 14
(e) If the applicant is an eligible local unit of government, 15
a demonstration of strong support from community partners with 16
experience engaging individuals at high risk of being victimized 17
by, or engaging in, community violence. 18
(6) A person that receives a grant under this act shall 19
provide a report to the office as follows: 20
(a) If the person is an organization described under 21
subsection (1)(a), an annual report for the organization that 22
includes financial statements, demonstrates that program outcomes 23
are aligned with the grant purpose, and lists staff and board 24
members. 25
(b) A community violence intervention and prevention impact 26
report that contains information outlined by the task force created 27
by Executive Order No. 2024-4. 28
(7) Not later than the end of the fiscal year after the first 29

grant award is made under this act and annually thereafter, the 1
office shall publish a report that identifies best practices to 2
implement community-based violence intervention and prevention 3
initiatives. 4
Sec. 7. (1) The community violence intervention and prevention 5
fund is created in the state treasury. 6
(2) The state treasurer may deposit money and other assets 7
received from any source in the fund. The state treasurer shall 8
direct the investment of money in the fund and credit interest and 9
earnings from the investments to the fund. 10
(3) The office is the administrator of the fund for audits of 11
the fund. 12
(4) The office shall expend money from the fund on 13
appropriation only to implement the program. 14
Sec. 9. The department of health and human services shall 15
promulgate rules to implement this act pursuant to the 16
administrative procedures act of 1969, 1969 PA 306, MCL 24.201 to 17
24.328. 18
Enacting section 1. This act does not take effect unless 19
Senate Bill No. 1015 of the 103rd Legislature is enacted into law. 20
