SENATE BILL NO. 1072
A bill to amend 1967 PA 281, entitled
"Income tax act of 1967,"
by amending section 695 (MCL 206.695), as amended by 2025 PA 24,
and by adding section 51i.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 51i. In addition to the distributions under sections 51, 1
51e, and 51f, if available, beginning with the 2026-2027 state 2
fiscal year through the 2030-2031 state fiscal year, from the 3
revenue collected from the tax levied under section 51, 4
June 24, 2026, Introduced by Senator WEBBER and referred to Committee on Appropriations.

$30,000,000.00 must be deposited into the 21st century jobs trust 1
fund established in section 7 of the Michigan trust fund act, 2000 2
PA 489, MCL 12.257. 3
Sec. 695. (1) Beginning with the 2022-2023 state fiscal year 4
through the 2023-2024 state fiscal year, from the tax levied under 5
this part, the revenue collected under this part must be deposited 6
in the following manner: 7
(a) Up to $1,200,000,000.00 to the general fund. 8
(b) After the deposit under subdivision (a), up to 9
$50,000,000.00, if available, to the Michigan housing and community 10
development fund created in section 58a of the state housing 11
development authority act of 1966, 1966 PA 346, MCL 125.1458a. 12
(c) After the deposits under subdivisions (a) and (b), up to 13
$50,000,000.00, if available, to the revitalization and placemaking 14
fund created in section 696. 15
(d) After the deposits under subdivisions (a), (b), and (c), 16
up to $500,000,000.00, if available, to the strategic outreach and 17
attraction reserve fund created in section 4 of the Michigan trust 18
fund act, 2000 PA 489, MCL 12.254. 19
(e) The balance of any revenue collected under this part after 20
the deposits under subdivisions (a), (b), (c), and (d), to the 21
general fund. 22
(2) For 2024-2025 state fiscal year only, from the tax levied 23
under this part, the revenue collected under this part must be 24
deposited in the following manner: 25
(a) Up to $1,200,000,000.00 to the general fund. 26
(b) After the deposit under subdivision (a), up to 27
$50,000,000.00, if available, to the Michigan housing and community 28
development fund created in section 58a of the state housing 29

(c) After the deposits under subdivisions (a) and (b), up to 2
$50,000,000.00, if available, to the revitalization and placemaking 3
fund created in section 696. 4
(d) After the deposits under subdivisions (a), (b), and (c), 5
up to $250,000,000.00, if available, to the healthy Michigan fund 6
created in section 5953 of the public health code, 1978 PA 368, MCL 7
333.5953. 8
(e) The balance of any revenue collected under this part after 9
the deposits under subdivisions (a), (b), (c), and (d), to the 10
general fund. 11
(1) (3) For the 2025-2026 state fiscal year only, from the tax 12
levied under this part, the revenue collected under this part must 13
be deposited in the following manner: 14
(a) Up to $1,200,000,000.00 to the general fund. 15
(b) After the deposit under subdivision (a), up to 16
$50,000,000.00, if available, to the Michigan housing and community 17
development fund created in section 58a of the state housing 18
development authority act of 1966, 1966 PA 346, MCL 125.1458a. 19
(c) After the deposits under subdivisions (a) and (b), up to 20
$688,000,000.00, if available, to the neighborhood road roads fund 21
created in section 13c of 1951 PA 51, MCL 247.663c. 22
(d) The balance of the revenue collected under this part after 23
the deposits under subdivisions (a) through (c) to the general 24
fund. 25
(2) (4) For the 2026-2027 state fiscal year only, from the tax 26
levied under this part, the revenue collected under this part must 27
be deposited in the following manner: 28
(a) Up to $1,200,000,000.00 to the general fund. 29

(b) After the deposit under subdivision (a), up to 1
$50,000,000.00, if available, to the Michigan housing and community 2
development fund created in section 58a of the state housing 3
development authority act of 1966, 1966 PA 346, MCL 125.1458a. 4
(c) After the deposits under subdivisions (a) and (b), up to 5
$776,000,000.00, if available, to the neighborhood road roads fund 6
created in section 13c of 1951 PA 51, MCL 247.663c. 7
(d) After the deposits under subdivisions (a) through (c), up 8
to $30,000,000.00, if available, to the 21st century jobs trust 9
fund established in section 7 of the Michigan trust fund act, 2000 10
PA 489, MCL 12.257. 11
(e) (d) The balance of the revenue collected under this part 12
after the deposits under subdivisions (a) through (c) (d) to the 13
general fund. 14
(3) (5) For the 2027-2028 state fiscal year only, from the tax 15
levied under this part, the revenue collected under this part must 16
be deposited in the following manner: 17
(a) Up to $1,200,000,000.00 to the general fund. 18
(b) After the deposit under subdivision (a), up to 19
$50,000,000.00, if available, to the Michigan housing and community 20
development fund created in section 58a of the state housing 21
development authority act of 1966, 1966 PA 346, MCL 125.1458a. 22
(c) After the deposits under subdivisions (a) and (b), up to 23
$864,000,000.00, if available, to the neighborhood road roads fund 24
created in section 13c of 1951 PA 51, MCL 247.663c. 25
(d) After the deposits under subdivisions (a) through (c), up 26
to $30,000,000.00, if available, to the 21st century jobs trust 27
fund established in section 7 of the Michigan trust fund act, 2000 28
PA 489, MCL 12.257. 29

(e) (d) The balance of the revenue collected under this part 1
after the deposits under subdivisions (a) through (c) (d) to the 2
general fund. 3
(4) (6) For the 2028-2029 state fiscal year only, from the tax 4
levied under this part, the revenue collected under this part must 5
be deposited in the following manner: 6
(a) Up to $1,200,000,000.00 to the general fund. 7
(b) After the deposit under subdivision (a), up to 8
$50,000,000.00, if available, to the Michigan housing and community 9
development fund created in section 58a of the state housing 10
development authority act of 1966, 1966 PA 346, MCL 125.1458a. 11
(c) After the deposits under subdivisions (a) and (b), up to 12
$952,000,000.00, if available, to the neighborhood road roads fund 13
created in section 13c of 1951 PA 51, MCL 247.663c. 14
(d) After the deposits under subdivisions (a) through (c), up 15
to $30,000,000.00, if available, to the 21st century jobs trust 16
fund established in section 7 of the Michigan trust fund act, 2000 17
PA 489, MCL 12.257. 18
(e) (d) The balance of the revenue collected under this part 19
after the deposits under subdivisions (a) through (c) (d) to the 20
general fund. 21
(5) (7) Beginning with the 2029-2030 state fiscal year, from 22
the tax levied under this part, the revenue collected under this 23
part must be deposited in the following manner: 24
(a) Up to $1,200,000,000.00 to the general fund. 25
(b) After the deposit under subdivision (a), up to 26
$50,000,000.00, if available, to the Michigan housing and community 27
development fund created in section 58a of the state housing 28
development authority act of 1966, 1966 PA 346, MCL 125.1458a. 29

(c) After the deposits under subdivisions (a) and (b), up to 1
$1,040,000,000.00, if available, to the neighborhood road roads 2
fund created in section 13c of 1951 PA 51, MCL 247.663c. 3
(d) After the deposits under subdivisions (a) through (c), if 4
available, the following amount to the 21st century jobs trust fund 5
established in section 7 of the Michigan trust fund act, 2000 PA 6
489, MCL 12.257, in the following circumstances: 7
(i) Through the 2030-2031 state fiscal year, $30,000,000.00. 8
(ii) Beginning with the 2031-2032 state fiscal year through the 9
2054-2055 state fiscal year, $5,000,000.00. 10
(e) (d) The balance of the revenue collected under this part 11
after the deposits under subdivisions (a) through (c) (d) to the 12
general fund. 13
Enacting section 1. This amendatory act does not take effect 14
unless Senate Bill No. 1073 of the 103rd Legislature is enacted 15
into law. 16
