ENROLLED SENATE BILL No. 241
AN ACT to amend 1909 PA 278, entitled “An act to provide for the incorporation of villages and for revising
and amending their charters; to provide for the levy and collection of taxes, borrowing of money, and issuance of
bonds and other evidences of indebtedness; to validate bonds issued and o bligations previously incurred; and to
prescribe penalties and provide remedies,” (MCL 78.1 to 78.28) by adding section 24e.
The People of the State of Michigan enact:
Sec. 24e. (1) Except as otherwise provided in this section and notwithstanding any charter provision to the
contrary, all terms of village officers elected after December 31, 2024 must not commence earlier than at 12 noon
on December 1 following the officer ’s election. If a village’s charter provides for terms of village officers to
commence after an election and before December 1, all terms of village officers elected in that village after
December 31, 2024 commence at 12 noon on December 1.
(2) Notwithstanding any charter provision to the contrary, an individual elected to fill a vacancy shall not take
the oath of office until the results have been certified by the appropriate board of canvassers.

Enacting section 1. This amendatory act does not take effect unless all of the following bills of the
103rd Legislature are enacted into law:
(a) Senate Bill No. 240.
(b) House Bill No. 4358.
(c) House Bill No. 4359.

This act is ordered to take immediate effect.
