SENATE BILL NO. 931

A bill to amend 1995 PA 30, entitled
"Electric transmission line certification act,"
by amending section 7 (MCL 460.567), as amended by 2004 PA 198.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 7. (1) An electric utility that has 50,000 or more 1
residential customers in this state, an affiliated transmission 2
company, or an independent transmission company shall apply to the 3
commission for a certificate for a proposed major transmission 4
line. An applicant may withdraw an application at any time. 5
(2) An application for a certificate shall must contain all of 6
April 23, 2026, Introduced by Senators SINGH and BAYER and referred to Committee on Energy
and Environment.

the following: 1
(a) The planned date for beginning construction. 2
(b) A detailed description of the proposed major transmission 3
line, its route, and its expected configuration and use. 4
(c) A description and evaluation of 1 or more alternate major 5
transmission line routes and a statement of why the proposed route 6
was selected. 7
(d) A detailed description of the evaluation and selection of 8
the proposed major transmission line's route, including, to the 9
extent applicable, consideration of opportunities to parallel with 10
existing infrastructure rights-of-way or collocate with the 11
applicant's existing transmission lines. 12
(e) (d) If a zoning ordinance prohibits or regulates the 13
location or development of any portion of a proposed route, a 14
description of the location and manner in which that zoning 15
ordinance prohibits or regulates the location or construction of 16
the proposed route. 17
(f) (e) The estimated overall cost of the proposed major 18
transmission line. 19
(g) (f) Information supporting the need for the proposed major 20
transmission line, including identification of known future 21
wholesale users of the proposed major transmission line. 22
(h) (g) Estimated quantifiable and nonquantifiable public 23
benefits of the proposed major transmission line. 24
(i) (h) Estimated private benefits of the proposed major 25
transmission line to the applicant or any legal entity that is 26
affiliated with the applicant. 27
(j) (i) Information addressing potential effects of the 28
proposed major transmission line on public health and safety. 29
