SENATE BILL NO. 932
A bill to amend 1995 PA 30, entitled
"Electric transmission line certification act,"
by amending section 6 (MCL 460.566), as amended by 2004 PA 198.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 6. (1) Before applying for a certificate under section 5, 1
an electric utility, affiliated transmission company, or 2
independent transmission company shall schedule and hold a public 3
meeting in each municipality through which a proposed major 4
transmission line for which a plan has been submitted under section 5
4 would pass. A public meeting held in a township satisfies the 6
April 23, 2026, Introduced by Senators BAYER and SINGH and referred to Committee on Energy
and Environment.

requirement that a public meeting be held in each affected village 1
located within in the township. 2
(2) In the 60 days before a public meeting held under 3
subsection (1), the electric utility, affiliated transmission 4
company, or independent transmission company shall offer in writing 5
to meet with the chief elected official of each affected 6
municipality or his or her the chief elected official's designee to 7
discuss the utility's, affiliated transmission company's, or 8
independent transmission company's desire to build the major 9
transmission line and to explore the routes to be considered. 10
(3) At least 15 days before a public meeting held under 11
subsection (1), an electric utility, affiliated transmission 12
company, or independent transmission company shall provide notice 13
to all of the following: 14
(a) Each municipality and landowner with property located 15
along the proposed and alternate routes identified for the proposed 16
major transmission line. 17
(b) Each municipality and landowner with property located 18
within 1 mile of the centerline of the proposed right of way for 19
the proposed and alternate routes identified for the proposed major 20
transmission line. 21
(c) Each municipality and landowner with property located 22
within the geographic area between the proposed and alternate 23
routes identified for the proposed major transmission line. 24
(4) The notice required in subsection (3) must be by mail 25
delivered to the taxpayer of record of the affected property and 26
include all of the following: 27
(a) The date, time, and location of all public meetings 28
scheduled for the proposed major transmission line. 29

(b) The case number of the docket established for the proposed 1
major transmission line, including instructions on how the person 2
can sign up though the commission's website to receive 3
notifications about the docket. 4
(c) A highlighted map of the proposed and alternate routes. 5
(d) If the transmission line is more than 5 miles in length, a 6
highlighted map of the geographic area within a 1 mile radius of 7
any proposed or alternate routes, as well as the land between those 8
routes. 9
(e) The name, address, telephone number, and email address for 10
a dedicated contact person who has knowledge of the development of 11
the proposed major transmission line that is authorized to 12
communicate on behalf of the electric utility, affiliated 13
transmission company, or independent transmission company. 14
(f) Details regarding the specific type of information the 15
electric utility, affiliated transmission company, or independent 16
transmission company is seeking from the landowners and 17
municipalities, including all of the following: 18
(i) Particular characteristics about the landowner's property. 19
(ii) Land use. 20
(iii) Features of historical or environmental significance. 21
(g) Rights the electric utility, affiliated transmission 22
company, or independent transmission company is potentially seeking 23
from the landowner. 24
(5) The electric utility, affiliated transmission company, or 25
independent transmission company is encouraged to identify and 26
review multiple alternate routes with landowners and 27
municipalities, developing a full understanding of land 28
considerations and landowner comments when refining the final 29

proposed and alternate routes included as part of the application 1
submitted to the commission. 2
(6) An electric utility, affiliated transmission company, or 3
independent transmission company shall make meeting materials in 4
substantially final form available to commission staff 10 business 5
days before the applicant holds a public meeting under subsection 6
(1). 7
(7) An electric utility, affiliated transmission company, or 8
independent transmission company shall allow landowners attending a 9
public meeting to identify geographic features of their parcel or 10
add comments, information regarding features of parcels or 11
potential minor route adjustments, and any other pertinent 12
information regarding the location of the proposed major 13
transmission line. This information must be translated into a 14
geographic information system to be used by the electric utility, 15
affiliated transmission company, or independent transmission 16
company. An electric utility, affiliated transmission company, or 17
independent transmission company shall provide a similar map-based 18
interface on a website available to the public so that information 19
and alternate routes may be submitted by landowners that were 20
unable to attend a public meeting in person. The website must be 21
available for at least 90 days after the last public meeting held 22
as required under subsection (1). The electric utility, affiliated 23
transmission company, or independent transmission company shall 24
solicit route modifications, alternate segments, and alternate 25
routes for the proposed major transmission line during the public 26
meetings and from the map-based interface website. The evaluation 27
factor data by route segment for route segments studied in the 28
routing study that derived the construction plan must be made 29

available during public meetings, as well as on the online map-1
based interface. Interested parties must be able to submit comments 2
and feedback via a website available to the public before the 3
electric utility, affiliated transmission company, or independent 4
transmission company files the application with the commission. All 5
landowner comments and route adjustment requests received by the 6
applicant and all applicant responses to those comments and 7
requests must be thoroughly documented by the electric utility, 8
affiliated transmission company, or independent transmission 9
company. Any substantive landowner request that is not granted must 10
include a description of how the modification was considered and 11
why it was not able to be reasonably accommodated. 12
(8) During all public meetings, the electric utility, 13
affiliated transmission company, or independent transmission 14
company shall provide the following information: 15
(a) Transmission line details that relate to public health, 16
including any post-construction testing or evaluation presented by 17
a subject matter expert who is available to discuss electromagnetic 18
field regulations and how the project is designed to meet or exceed 19
those regulations. 20
(b) The need for the line. 21
(c) An estimated tax revenue due to the project, broken down 22
by township. 23
(d) The construction process and safety measures for the 24
proposed major transmission line. 25
(e) Environmental impact mitigation. 26
(f) Rights the applicant is seeking from landowners. 27
(g) A high-level overview of the landowner compensation 28
process. 29

(h) Post-construction property restoration procedures and 1
requirements. 2
