relating to legislature; establishing a Legislative Commission on Legislative

Security; proposing coding for new law in Minnesota Statutes, chapter 3.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The Legislative Commission on Legislative Security is

established to (1) study issues related to the security needs of state legislators and staff while

in a legislative district, and (2) review proposed legislation that impacts security for elected

officials and staff.

Membership.

The commission consists of seven members of the senate

appointed by the Subcommittee on Committees of the senate Committee on Rules and

Administration and seven members of the house of representatives appointed by the speaker

of the house. No more than five members from each chamber may be from the majority

caucus in the respective chamber. Members must be appointed at the commencement of

each regular session of the legislature for a two-year term beginning January 16 of the first

year of the regular session. Members continue to serve until their successors are appointed.

Vacancies that occur while the legislature is in session must be filled like regular

appointments. If the legislature is not in session, senate vacancies must be filled by the last

Subcommittee on Committees of the senate Committee on Rules and Administration or

other appointing authority designated by the senate rules, and house of representatives

vacancies must be filled by the last speaker of the house or, if the speaker of the house is

not available to fill the vacancy, by the last chair of the house of representatives Rules

Committee.

Officers.

The commission must elect a chair and may elect other officers as

the commission determines necessary. The chair alternates between a member of the senate

and a member of the house of representatives in January of each odd-numbered year.

The commission may employ professional and technical assistants as the

commission deems necessary to perform the duties prescribed in this section.

At a minimum, the commission must: (1) study, research, and analyze

issues related to the security needs of state legislators and staff while in a legislative district;

and (2) review and make recommendations regarding proposed legislation that impacts

security for elected officials and staff.
