Student eligibility for postsecondary enrollment options participation established.
A bill for an act relating to education; establishing student eligibility for postsecondary enrollment options participation; amending Minnesota Statutes 2024, section 124D.09, by adding a subdivision. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota Statutes 2024, section 124D.09, is amended by adding a subdivision to read: new text begin Subd. 5c. new text end new text begin Authorization; student eligibility. new text end new text begin (a) A postsecondary institution must establish eligibility criteria for pupils applying to enroll in a course under subdivision 5. The criteria must include: new text end new text begin (1) a minimum qualifying grade point average; new text end new text begin (2) performance on a standardized assessment, such as an 8th grade Minnesota Comprehensive Assessment or other standardized assessment used to assess student preparedness for college-level courses; and new text end new text begin (3) class rank. new text end new text begin (b) A postsecondary institution may allow a pupil who does not meet the eligibility criteria to enroll in a course under subdivision 5 if the pupil's enrolling district, charter school, or American Indian-controlled Tribal contract or grant school submits a letter recommending the pupil be permitted to enroll in a course for postsecondary credit. new text end new text begin (c) A pupil who enrolls in a course under this section and does not obtain a passing grade is ineligible to enroll in a course under this section for the following quarter or semester. new text end new text begin EFFECTIVE DATE. new text end new text begin This section is effective July 1, 2026. new text end
